In recent years, different scale water environment management projects are in full swing in S City, most of which are EPC(Engineering,Procurement,Construction)mode. With its high efficiency, clear responsibilities and other advantages,EPC mode is being used all over the world. In Europe and the United States, forty percent of the project adopted the EPC mode. However, the EPC mode started late in China and the EPC management experience is not mature, and there is no unified EPC engineering standard in China, especially the lack of EPC risk management consciousness. This makes EPC project often suffer from the lack of systematic risk management. This paper studies and analyzes the risk factors in the EPC project of the water environment improvement in S City, read the literature works on EPC risk management at home and abroad, and sum up a set of EPC project risk management for S City, which is suitable for S city.Starting with the risk identification, the article uses field investigation and expert investigation getting the 9 categories of risk factors, such as economic risk, natural risk, management risk, bid price risk, contract negotiation risk, design risk, purchase risk, construction risk, completion and trial operation risk,as well as 25 risk factors in decision making level. Then we use the AHP to calculate the weight of the risk factors.First,we use the expert investigation method to construct the judgment matrix, and then use the MATLAB software to calculate the maximum characteristic value of the judgment matrix and its corresponding normalization matrix, then judge the consistency of the matrix.Next execute single level ordering and total level ordering, and give risk factor weight list. Finally, according to the weight table of risk factors,we give pertinent measures to deal with risks.
