Case Study On "Three Tiers Waste Sorting Governance" Of Rural Household In Yibin City

In June 2019,President Xi Jinping issued an important instruction: “The implementation of waste sorting is related to the living environment of the broad masses of people and the economical use of resources.It is also an important manifestation of the level of social civilization.” General Secretary Xi Jinping’s discussion clarified the important role and purpose of waste sorting.Based on the reality of waste sorting in rural areas of western China,this study selects the typical case of the model of ”three tiers waste sorting governance ”of rural household western Cuiping District,Yibin City,to discuss the “three tiers waste sorting governance” model,which not only contributes to the theoretical discussion,but also has certain practical reference value.The study reviews the three tiers waste sorting governance of rural household waste in Yibin City.Firstly,by referring to relevant literature and data,the basic theories and achievements in the academic community on waste sorting are collected and sorted out,and the core concepts of household waste,waste sorting and “three tiers waste sorting governance” is defined.Then,using document analysis method,interviewing method,and positive method,the historical evolution of rural household waste treatment in Cuiping District,Yibin City was explained,and some villages and towns in Cuiping District were visited to find out how to realize the goal of " reduction,resource utilization and harmlessness",and governance models are analyzed and discussed,which provides evidence for research,reference and enlightenment.The results show that:(1)based on the study of stakeholder theory,through the establishment of a complete information sharing platform and dialogue mechanism,the establishment of cooperation,trust and dependence between the participating entities,forming a network of interaction,and balancing the interests of all parties,reaching a collaborative consensus and carrying out collective actions to maximize the individual and overall interests of waste sorting governance.(2)based on the study of NIMBY effect,when selecting the location of neighbor avoidance facilities,extensive public opinion surveys are conducted on villagers to fully respect public opinion,disclose information,and take appropriate compensation measures,so as to fully warn and effectively prevent possible NIMBY conflicts.(3)based on the study of multi-subject cooperative governance,the cooperative governance mechanism of government leading,villagers’ initial division,enterprise participation and social organization coordination adopted to pursue the balance of economic,social and ecological benefits,and to realize the virtuous cycle of rural household waste sorting governance.
