Research On The Problems And Countermeasures Of Rural Domestic Waste Disposal From The Perspective Of Collaborative Governance Theory

With the rapid development of economy and society and the acceleration of urbanization construction,the economic income and living standards of rural residents in China have been significantly improved.While people enjoy the improvement of material living conditions,the amount of rural domestic waste is increasing.What they need to face is the problem of living environment.In some areas,there are "garbage villages" and "garbage mountains".The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,insisting on giving priority to the development of agriculture and rural areas,insisting on the comprehensive revitalization of rural areas,and building rural areas into a beautiful home for living and working in peace and contentment.In 2018,the general office of the CPC Central Committee and the general office of the State Council issued the "three year action plan for rural human settlements improvement".The key tasks of rural human settlements improvement include domestic waste treatment,focusing on solving the prominent problems of rural human settlements,improving the quality of Rural Human Settlements,and achieving the basic clean and orderly villages.The improvement of rural living environment is an important part of the construction of new socialist countryside,which is related to the people's expectations for a better life and the construction of beautiful countryside.Exploring a new mode of rural domestic waste treatment is of great significance to improve the rural living environment and promote the construction of new countryside.This paper mainly from the perspective of collaborative governance theory,using the questionnaire method and literature analysis method,through the discussion and reference of foreign domestic waste treatment successful experience,combined with China's rural reality,from the perspective of the government,enterprises,villagers to study rural domestic waste treatment countermeasures.The paper is divided into five chapters,the first is the introduction,which mainly introduces the research background and significance,combs and analyzes the research situation of domestic and foreign scholars,and clarifies the research content,research methods and innovation of this paper.Chapter 1 defines the related concepts of rural domestic waste,lists the relevant theoretical basis,and analyzes the applicability of relevant theories in the research of rural domestic waste treatment.The second chapter starts from the general situation of a district of r city to understand the mode of rural domestic waste treatment in a district of r city and the actual effect.In the third chapter,through the field investigation,the problems in the process of rural domestic waste treatment in China are deeply analyzed,and the causes of these problems are studied.In Chapter 4,on the basis of consulting a large number of data,using the theory of collaborative governance,from the level of government,enterprises and villagers to explore the specific ways to achieve the collaborative governance of rural domestic waste,in order to form new ideas and new methods of rural domestic waste treatment,and provide reference for the rural living environment improvement in China.
