Research On Emergency Management Of Natural Disaster In County Government

According to historical records,China is one of the countries with frequent natural disasters,and the types of natural disasters are relatively diverse,resulting in great difficulty in management.Based on the increasing risks caused by natural disasters.In particular,natural disasters have entered a new peak period since the 20 th century.In the face of frequent sudden natural disasters,the CPC Central Committee and local governments have adopted a number of emergency management measures to reduce their impact on people’s production and life.However,at the present stage,China’s theory,practice and experience of natural disaster emergency management are not mature and perfect,the sense of crisis is not strong,the response method is not systematic,etc.Therefore,local governments should timely summarize and reflect on the experience and deficiencies in natural disaster emergency management,and promote the emergency management system to be gradually scientific.We will minimize the damage caused by natural disasters to people’s lives,property,and economic and social development in the region,and ensure the sustainable development of local economy and society.From the perspective of emergency management,choose P County,a universal area,on the basis of studying relevant theories and empirical analysis,this paper uses field visits and questionnaires to truly reflect the occurrence of natural disasters in P County and the specific practices of the local government.From static and dynamic dimensions,taking the P County Government as a representative,the current situation of natural disaster emergency management of the county government is elaborated.On this basis,From the four aspects of early warning,response,logistics support and late recovery,summarize the main problems in natural disaster emergency management of county level governments,analyze the reasons for this problem.At the end of the paper,it proposes to improve the early warning mechanism and improve the risk prevention and control ability.Strengthen organization and coordination,improve emergency management capacity;Improve the system guarantee,enhance the emergency support capacity;Improve the supervision system,strengthen the main responsibilities at all levels of the four aspects of suggestions and countermeasures,making natural disaster emergency management more scientific and systematic.The author hopes to provide valuable suggestions to the P County Government and other county-level governments at all levels,so as to continuously improve the level of natural disaster emergency management of county-level governments.
