Research On The Problems And Countermeasures Of Natural Disaster Emergency Management Of County Governments In Jilin Province

In recent years,the frequent occurrence of various natural disasters has caused incalculable impacts and losses to all mankind,and has also posed new challenges to the disaster prevention and mitigation efforts of various countries.2022 report of the 20 th CPC National Congress proposed that "we should adhere to safety first,prevention first,establish a large security emergency framework,improve the public security system,promote the transformation of the public security governance model to a pre-defensive one,and Promote the modernization of the national security system and capacity,and resolutely maintain national security and social stability." As an important part of the national governance system,the county government is the direct subject of natural disasters,and the level of its emergency management capability directly determines whether it can effectively respond to natural disasters.Therefore,it has become an urgent problem for our government to strengthen the research on the emergency management capacity of county governments for natural disasters and to improve the disaster response capacity and level of county governments.Jilin Province is located in the core of Northeast Asia,with different landscape patterns and rainfall from west to east,and high risk and frequent occurrence of natural disasters such as floods,earthquakes,and forest fires,so it is especially necessary to improve the capacity and level of natural disaster emergency management of county governments in Jilin Province in this context.This paper takes Jilin county government’s natural disaster emergency management as the research object,takes Robert Heath’s 4R theory,public governance theory and emergency management theory as the guidance,and uses "one case and three systems" as the basic framework,adopts literature research method,inductive analysis method and field research and interview method to carry out the research.Firstly,we introduce the background and significance of this paper,and present the innovations of this paper by sorting out the research status of domestic and foreign scholars on natural disaster emergency management,and briefly summarize the concepts and theories related to this paper;Secondly,we analyze the current situation of natural disaster emergency management of county governments in Jilin Province,and introduce the basic overview of major disasters in Jilin Province and the basic situation of county-level government natural disaster emergency management;Thirdly,we summarize the current situation of the emergency management of natural disasters by county governments in Jilin Province,including the lagging emergency management plan,the imperfect construction of the legal system,the need to improve the emergency management system,and the three problems of the emergency management mechanism at the ex ante,ex post,and ex post levels,and analyze the causes of these problems;finally,we analyze the causes of the emergency management of natural disasters by county governments in Jilin Province in terms of the establishment of a sound emergency management plan,legal system,system,and the improvement of the ex ante monitoring and warning,ex post,and ex post mechanisms.Finally,countermeasures and suggestions were proposed from the aspects and levels of establishing and improving the contingency plan,legal system,system,and improvement mechanism for natural disaster emergency management of county-level governments in Jilin Province,countermeasures are proposed from several aspects and levels,such as pre-monitoring and early warning mechanism,response mechanism and post-event guarantee mechanism,in order to provide practical and effective ways and theoretical basis for the improvement of the emergency management capacity of county governments in natural disasters.
