Unexpected Natural Disasters In Our Government Crisis Management Research

China is a country that has a lot of natural disasters. And there have been more natural disasters in recent years, only in three years between 2008 and 2010, Wenchuan earthquake, Yushu earthquake, Zhouqu mud-rock flow and drought in many province have occurred, these damage our ecology environment and social development seriously. In this situation, how to effectively respond to natural disasters, especially paroxysmal natural disasters, improve our crisis management is a major issue which our government must face.This paper introduces the concept of paroxysmal natural disasters, as well as the characteristics occurred in our country firstly, points out necessity and complexity our government respond to paroxysmal natural disasters, and with the crisis in the life cycle theory to determine the paroxysmal natural disaster crisis management three basic processes, namely early warning, emergency response and rehabilitation. Further pointes out the experience obtained and main issues in the process, that the government crisis management for paroxysmal natural disasters,both aware of the progress in coping with disasters also pointes out areas should be improved. Then takes the United States and Japan for example, introduces their success to cope with paroxysmal natural disasters, sum up the worth learning and study places. Finally, on the basis of the above process, indicates how to improve our government paroxysmal natural disasters crisis management ability:focus on good education and training, perfect the management system, improve emergency power, and do well the post-disaster reconstruction work.
