A Study On The Capability Construction Of Natural Disaster Emergency Management In County-level Governments

After the reform and opening up,the economy has rapid growth,on the other hand,various factors are also accumulating.In recent years,frequent occurrences of natural disasters,Threats to people’s lives and property,and even lead to social and public security issues.Therefore,local governments,as managers at the grassroots level,are crucial to deal with risks,mitigate risks and resolve contradictions.The ability of emergency management is also an important subject of government administration.This paper first use the literature research method to comb the paper of the domestic and international risk warning.The management concept under the new public management perspective is supported by the pape,to further analyze and summarize the risk emergency management of domestic and foreign governments through comparative research;On the basis of the empirical study of case study,the problems of emergency management of the local government are found.Finally,the relevant suggestions are provided for improving the emergency management in China from the emergency management mechanism,the emergency leadership of the county government and the implementation capability.
