Local Government Natural Disaster Emergency Management Research

China is one of the countries with the worst natural disasters in the world.There are many kinds of natural disasters in our country,which occur frequently and cause serious losses.With the change of the international climate situation,in recent years,all kinds of natural disasters,especially typhoons and rainstorms,have shown a trend of increasing and increasingly extreme,in addition to the continuous progress of urbanization and the rapid development of China’s economy,the requirements for the emergency management of natural disasters in China are also increasing.Lucheng District is located in the southeast coast of Zhejiang Province,located in the Oujiang River downstream estuary,belongs to the subtropical Marine monsoon climate,because of the trapezoidal topographic structure high in the west and low in the east,often suffer the impact of typhoons,heavy rainfall and other natural disasters.At the same time,Lucheng District is located in the downtown area of Wenzhou,with highly concentrated population resources,social resources and wealth.Once natural disasters occur,the loss is incalculable.How to improve the natural disaster emergency management system and enhance the capacity of natural disaster emergency management is a new challenge facing the government.It is also an important factor affecting the stable development of society and economy and the people’s peace and contentment.This paper is divided into six parts.The first part mainly includes the research significance,research content,research methods and ideas,research status at home and abroad,as well as the innovation and research basis of this article.The second chapter describes the concept of natural disaster and emergency management,relevant laws,regulations and policy basis,"4R" crisis management theory and other theoretical basis.The third chapter introduces the history of natural disasters in Lucheng District,the construction of natural disaster emergency management system,the reserve of natural disaster emergency management materials,the construction of natural disaster emergency management and rescue force.The fourth chapter analyzes the emergency management process model through the "4R" crisis management theory,and reviews the whole process of Lucheng district’s defense against the 9th typhoon "Lekima" in 2019.In Chapter five,combining the four stages of mitigation,preparation,response and recovery in the "4R" crisis management theory,the author analyzes the problems caused by the aging of urban drainage facilities and unreasonable planning,such as insufficient disaster bearing capacity,unclear responsibility and connection process of flood and typhoon prevention,lack of emergency professionals,and lack of meteorological monitoring,forecasting and early warning functions in Lucheng District during the process of Typhoon "Lechi Ma".The causes of these problems are further analyzed and discussed.The sixth chapter gives suggestions from various perspectives of improving local governments’ natural disaster emergency management,which provides reference for enhancing the masses’ capacity of disaster reduction and self-rescue,optimizing the layout of urban infrastructure construction,formulating and issuing relevant natural disaster emergency management policies,and provides suggestions for strengthening local governments’ natural disaster emergency management level.
