| In recent years,in the face of the increasingly saturated environmental market,effective cost reduction and core competitiveness of enterprises has become an important business measure for waste incineration companies in the eastern region,and outsourcing is one of the most important means to reduce costs.It is the main purpose of the study to give companies an alternative path in the process of transformation and change,to reduce costs and increase efficiency,and to increase the possibility of survival and sustainable development.The significance of this paper is to correctly understand the risk management of outsourcing business,strengthen scientific research and analysis,and to some extent expand the research framework limited to the causes and processes of risks in traditional research,provide new exploration ideas for the development of theories related to outsourcing,and help to make up for some of the weaknesses of current laws and regulations.By means of literature analysis,questionnaire survey and expert scoring method,this paper analyzes the outsourcing situation of waste incineration outsourcing business,such as maintenance business and leachate business,and proposes specific control measures for the risk factors of outsourcing management,so as to provide a basis for enterprises to strengthen risk control and improve the effectiveness of outsourcing.On the basis of the above study,the concepts of outsourcing and risk are clarified,and the risks of waste incineration outsourcing business of Company P are analyzed and studied based on risk management theory and internal control theory,and information and data on the management of waste incineration outsourcing business of Company P are collected through the method of issuing questionnaires;on the basis of analyzing questionnaires,the problems and reasons of the outsourcing business of the enterprise are analyzed,and in response to these problems We analyzed 5 risk factors of the company’s outsourcing business and formed an expert group with 7 experts to score these outsourcing risk factors,so as to calculate the risk degree of the outsourcing business and assess the overall risk impact of the outsourcing business.The data of the scoring results were sorted out,and the method of combining the expert scoring method with the median and the difference between the upper and lower quartiles was used to analyze the concentration and dispersion of the survey results.Combining with the actual situation of Company P,a package of personalized and specific control measures is proposed for the outsourcing risks of maintenance and leachate business from five aspects: safety risk factors,moral risk factors,operational risk factors,economic risk factors and technical risk factors: I.safety management;II.selection of outsourcing partners based on moral considerations;III.fine management to ensure the operation of the enterprise;IV.economic management of the whole process;V.technical management of equipment maintenance.While outsourcing brings high profit and low cost to enterprises,it also inevitably generates many new risks.If we can effectively analyze and control the various risks in outsourcing business,it will bring great help to the sustainable development of the enterprise. |
