| With the rapid development of social economy and the continuous improvement of industrial production,the amount of hazardous waste has gradually increased.The country broadened the threshold of hazardous waste disposal permits in order to treat hazardous waste as harmless as possible,and a large number of small and medium-sized hazardous waste incineration plants have emerged.Hazardous waste incineration plants have special characteristics,and there are a large number of hazardous wastes stored inside,which are highly dangerous,diverse in shape and complex in composition.In the event of an accident,the consequences are immeasurable.Therefore,it is of great significance to study and analyze the safety risks of hazardous waste incineration plants and ensure their safe production.The following research works were carried out in this paper:(1)Introduce the common safety risk identification methods.The safety risks of hazardous waste incineration are analyzed from five aspects of materials,personnel,equipment and facilities,environment and management,using the "4M1E" method,the safety checklist method,the working conditions hazard analysis method,the accident tree method,the fault type and impact analysis method,etc.(2)Based on the results of safety risk analysis,closely following the definition of safety risk,the safety risk evaluation model of hazardous waste incineration plant is constructed from the two dimensions of inherent risk and dynamic risk control-a fuzzy comprehensive evaluation model similar to the risk matrix.(1)Construct inherent risk evaluation criteria: With reference to national standards,try to formulate inherent risk assessment criteria for hazardous waste disposal units,including: classification basis for hazardous waste hazardous categories,corresponding critical amounts of categories and their correction coefficients,calculation formulas for identification of major risk sources,calculation formulas for inherent risk levels,and correspondence between identification indicators and inherent risk levels.(2)Construct a dynamic risk control fuzzy evaluation model: From the four aspects of personnel,equipment and facilities,environment and management,construct a dynamic risk control system for hazardous waste incineration plants,use the analytic hierarchy method and entropy weight method to calculate the combined weights,and combine the fuzzy mathematical comprehensive evaluation method to establish a dynamic risk control evaluation model based on combined empowerment-fuzzy evaluation.(3)Construct a fuzzy comprehensive evaluation model similar to the risk matrix:Based on the idea of the risk matrix method,the inherent risk evaluation is combined with the dynamic risk control,and a fuzzy comprehensive evaluation model similar to the risk matrix is constructed to comprehensively evaluate the safety risk level of hazardous waste incineration plants.(3)Taking a hazardous waste incineration plant in Qianjiang as an example,a fuzzy comprehensive evaluation model similar to the risk matrix is applied for evaluation,and the main risk source of the hazardous waste incineration plant is the toxic risk,and its inherent risk level is grade III.The dynamic risk control evaluation was carried out,and the dynamic risk control level of the hazardous waste incineration plant was obtained as Level IV.Finally,combined with the similar risk matrix method,the safety risk level of the incineration plant was determined to be C-level,which was a general risk.(4)According to the three dimensions of the hazardous substance hazard category in the inherent risk evaluation,the factor weight analysis in the dynamic risk evaluation,and the fuzzy scoring result,the risk control measures of the hazardous waste incineration plant are proposed in a targeted manner,so as to provide a certain reference basis for the safety risk control of the enterprise.In this paper,the theory and application of safety risk management and control of hazardous waste incineration plants are based on the current situation of safety risks in domestic hazardous waste incineration plants,and a comprehensive evaluation model is proposed from the two aspects of inherent risk and dynamic risk control to ensure the comprehensiveness and accuracy of the evaluation results.The evaluation model can further clarify the safety risk level of hazardous waste incineration plants,effectively supplement the lack of safety risk management and control of hazardous waste incineration plants,and provide a scientific basis for the safety risk management and control of such enterprises. |
