In recent years,the phenomenon of garbage siege not only seriously threatens the health of residents,but also has a negative impact on the construction of green-economical society.With the improvement of residents’ environmental awareness and environmental problems highlighted,NIMBY Conflict is growing in frequency and in volume when the government invest the electric power generation by waste incineration.Since the Dongyang event,in Zhejiang province on April 10,2005,became the landmark event of China’s NIMBY movement,the NIMBY group incidents began to occur frequently in various places,such as Beijing liulitun event(2007),Xiamen and Dalian px events,Guangdong Panyu garbage disposal plant event(2009),Ningbo px event(2012),Kunming px event(2013).However,most papers of NIMBY Conflict are focus on the failure of the management.There is a lack of perspective from the successful cases to discuss why the NIMBY Conflict is occurred and what the suggestion is proposed.Combined with previous research,this paper will explore the risks when the refuse incineration power projects are carried out.Firstly,the risk factor verification table of BOT projects are established through multi-case analysis.Secondly,based on the information of 30 typical waste incineration power BOT projects and the verification table of risk factors,15 main risk factors can be recognized,which can affect the refuse incineration power BOT projects in China.Thirdly,According to the 15 risk factors,the questionnaire,which in order to finding out the statistics and analysis of the probability of risk occurrence and the degree of influence of the risk factors,will be made.Thus the importance indexes of different risk factors can be calculated to determine the order of the importance of the risk factors.Last,the key risks identified were utilized and the literature analysis method was adopted to summarize the countermeasures of the case by taking the BOT project in Huiyang as an example.In the end,the corresponding countermeasures will be sorted out with the source of the key risks,which can enrich the research results and promote the sustainable and healthy development of the refuse incineration power BOT projects in China.
