As Yangtze River protection strategy has been proposed,it clarified the ecological protection requirements for the green and sustainable development of the Yangtze River Economic Belt,thus laying the basic principles for protecting the mother river of the Yangtze River.At present,the marginal diminishing effect of investment in pollution prevention in the Yangtze River is gradually emerging,and the protection of the Yangtze River is facing more arduous new tasks.Under the overall arrangement of national ministries and commissions,provinces and cities along the Yangtze River have concentrated their advantageous capital,technology,and human resources.After several years of hard work,they have successfully eliminated the pollution chaos of the Yangtze River,achieved significant results in the Yangtze River protection,and pushed the ecological protection and restoration of the Yangtze River into a new stage.In the context of the protection of the Yangtze River entering a new stage,this paper focuses on the two major pollution prevention entities of the government and enterprises,links the current situation and dilemma of the government and enterprises in jointly promoting the prevention of water pollution in the Yangtze River,deeply analyzes the policy and institutional issues that restrict the effectiveness of governance,and explores the optimization strategy of the government-enterprise coordination mechanism in the field of Yangtze River water pollution prevention.First,starting from the actual needs and research significance of Yangtze River water pollution prevention,this paper systematically analyzes the research progress,methods and routes of domestic and foreign water pollution prevention of Yangtze River water pollution and collaborative governance of government and enterprises in other fields.Second,the relevant theoretical basis and mechanism of government-enterprise cooperation in the prevention of Yangtze River water pollution are elaborated in detail,the responsibilities of government pollution prevention and the obligation of enterprises to cooperate are clarified,and the value and significance of government-enterprise cooperation in the prevention of Yangtze River water pollution are analyzed in combination with the requirements of green transformation of local economic development and the adjustment direction of industrial policies.Third,combined with the actual protection of the Yangtze River,this paper summarizes the current situation and dilemma of government-enterprise collaboration in the implementation of water pollution control projects,the transformation of green development modes and the path of realizing the value of ecological products,and puts forward the institutional and fundamental problems of government-enterprise coordination in the prevention of water pollution in the Yangtze River: It is difficult for both government and enterprises to ensure the demand for pollution control funds,the output of government and enterprise pollution control projects is not high,and illegal pollution discharge by polluting enterprises has not been fundamentally eliminated.Fourth,it summarizes the new "water steward" governance model explored by Lu’an City in the protection of the Yangtze River and the positive list explored by Shenzhen in the process of promoting the implementation of the main responsibility of enterprises for water pollution prevention,conducts in-depth analysis and reflection on the advanced governance experience extracted from the prevention of water pollution in the two places,and obtains enlightenment from the two aspects of government-enterprise collaborative pollution control in optimizing the quality of government services and mobilizing the enthusiasm of enterprises to participate.Fifth,in view of the mission and task of water pollution prevention in the Yangtze River in the new stage,it is proposed to improve the institutional mechanism for coordinated prevention and control between the territorial government and all kinds of enterprises,attract enterprises to participate in the construction of a water environment risk prevention mechanism in the river basin,and jointly initiate the establishment of a public welfare fund for the prevention and control of water pollution in the river basin jointly initiated by the government and enterprises;Comprehensively implement the performance assessment of special funds for pollution control oriented by ecological efficiency,optimize project performance targets with drainage zoning as the unit,and use sewage collection rate and concentration as the basis for pipe network operation and maintenance evaluation;Mobilize the consciousness and enthusiasm of the whole people to protect the Yangtze River,and steadily implement the reform of the cost-price mechanism of urban drainage pipe networks;Attract investment in strict accordance with the industrial layout,and establish a long-term tracking and performance mechanism for industrial investment promotion and water environment in the river basin;Government and enterprises jointly establish a reporting and response mechanism for water pollution incidents,and strengthen the coordinated supervision of government performance and enterprise due diligence.
