Research On Legal Issues Of Water Pollution Prevention And Control In Liaohe River Basin Of Jilin Province

Liaohe River Basin is one of the seven major river basins in China,covering Hebei,Inner Mongolia,Jilin and Liaoning provinces,with a total area of 219000 square kilometers.Liaohe River Basin,as the main source of drinking water for residents on both sides and the main body of industrial pollution,plays an important role in economic development and social modernization.However,due to the rapid industrial development and urban modernization in recent years,the water quality of Liaohe River Basin has not been optimistic,and has been listed as one of the key river basin management list.The government has issued many policies to order governance,but the effect is still unsatisfactory.Taking Liaohe River Basin in Jilin Province as an example,In the process of actual investigation,it is found that there are still gaps in the legal level of Liaohe River Basin in Jilin Province,which seriously affects the prevention and control of Liaohe River Basin in Jilin Province.It is urgent to legalize and institutionalize these water pollution control measures.Based on the analysis of the current situation and causes of water pollution in Liaohe River Basin of Jilin Province,combined with the work report and legislative content of Jilin provincial government,this paper puts forward four main problems,including the lack of ecological compensation system and emergency disposal provisions for water pollution emergencies in the existing water environment protection regulations,the defects in civil,criminal and administrative legal liabilities,and the lack of law enforcement links The concept,strength and means of law enforcement are not in line with the current form: the awareness of environmental legal responsibility of enterprises is weak,the environmental access system and information disclosure system are not implemented effectively;the communication and cooperation among provinces are not enough,and the basic requirements of joint prevention and control are not reached.By absorbing the excellent legal practice experience of other countries and combining with the actual situation of the river basin,this paper puts forward the corresponding improvement suggestions,including adding the ecological compensation system to the existing water environmental protection regulations,establishing the emergency response team for water pollution emergencies,and making detailed supplement to the legal responsibility according to the upper law,so as to ensure that the water pollution prevention and control work can have a more perfect legal basis According to the law;strengthen the construction of the legal team,and adopt the online and offline diversified law enforcement mode;cultivate the awareness of environmental responsibility of enterprises,fill the gaps in the environmental access system,regularly make information public,so that the public can also participate in the prevention and control of water pollution;strengthen the communication and cooperation among provinces,and hold regular meetings,so as to ensure the economic development and not make joint prevention and control on paper Talk about soldiers.
