Research On Government Responsibility In Dalian's Water Pollution Control

Since the 18 th national congress of the communist party of China,the CPC central committee and the state council have made a series of major decisions and arrangements on ecological civilization construction and environmental protection.Unprecedented attention has been paid to ecological environment protection,while continuous improvement of environmental quality requirements increase every year.Water and environment protection not only concerns the vital interests of the people,but also the building of a well-off society in an all-round way and the realization of the Chinese dream of national rejuvenation.President Xi Jinping has repeatedly given instructions to enhance water crisis awareness,and pay attention to solving water security problems.Dalian has always suffered from a serious shortage of water resources,which belongs to a resource-based city with water shortage.Meanwhile,with the constant development of Dalian's social economy,water resources and water environment have become increasingly prominent,,which already been an important factor restricting social progress and economic development.Therefore,in order to change the situation of single orientation,also to gather multiple methods to implement three-dimensional water resources prevention measures,on February 29,2016,Dalian City officially promulgated the”The Plan for Prevention and Treatment of Dalian's Water Pollution”(referred to as “Prevention and Treatment of Water Pollution”),which contains the unified deployment of various types of water bodies within the administrative area of Dalian and the refinement of water environmental problems with the decomposition of water pollution control targets.This plan worked as a programmatic document for the prevention and control of water pollution in Dalian after a period of time.In the process of implementing the " Prevention and Treatment of Water Pollution ",Dalian has made some achievements.Some of the work is in a leading position in the whole province and even the whole country,but there are still some shortcomings in the overall situation..Based on the theoretical discussion and practical research of government responsibility in the prevention and control of water pollution at home and abroad,this paper analyzes the achievements in the improvement of water environment quality in Dalian,the implementation of key projects for water pollution prevention and control,since "The Plan for Prevention and Treatment of Dalian's Water Pollution " implemented in 2016.Meanwhile,the paper points out the current shortcomings in government responsibility,such as,rules and regulations,environmental supervision,fund implementation,concept awareness and so on.Finally,based on the perspective of government responsibility,the paper explores feasible solutions to problem solving,and proposes pertinent suggestions for the implementation of government responsibility in strengthening Dalian's water pollution prevention and control.
