Study On The Responsibility Of Farmland Pollution Restoration

The full protection,effective utilization and timely restoration of cultivated land resources are the top priority for food security,social stability,and national security.However,the current situation of China’s cultivated land pollution restoration work is not satisfactory.The implementation of the responsibility for the restoration of cultivated land pollution is an important part of the protection of ecological resources.The lack of understanding of its importance and the imperfection of relevant systems have led to an unreliable implementation of the responsibility for restoration.It is the focus of the current work to promote the prevention and control of soil pollution by improving the responsibility system for the restoration of cultivated land pollution and focusing on implementation.This article has four parts: In the first part,the author first clarifies the related concepts of arable land pollution remediation and defines its nature,so as to clarify the core issues discussed in this paper.The second part,the author examines the arable land pollution prevention work of the Ministry of Natural Resources and the national court.The trial of relevant cases in the system,so as to grasp the progress of the current work of prevention and control of cultivated land pollution and the problems of judicial responsibility in China.In the third part,the author summarizes the main problems faced by the implementation mechanism of the responsibility of remediation of cultivated land pollution in China,namely,the main body of restoration.The powers and responsibilities are not clear,the responsibility commitment method is not clear,the repair fund system is imperfect,and the law enforcement departments lack coordination and coordination.The fourth part,in response to these problems,the author proposes to clearly fix the subject rights and responsibilities and responsibility forms,establish a repair fund system,and strengthen The department is linked to improve the responsibility system and improve the effectiveness of the implementation of the responsibility for repair.
