Research On The Government,Enterprises And The Public Participating In The Prevention And Control Of Air Pollution In Zhuji City,Zhejiang Province

Now that environmental protection has become China’s basic national policy,air pollution is already an inevitable and urgent problem to be solved in China.The thesis first introduces the research background.and significance of this article in the introduction of the first part,and describes relevant research at home and abroad.Under the current economic development conditions and social progress conditions in China,it is urgent to solve the problem of atmospheric environmental pollution.The second part of the paper is the concept definition and theoretical basis,which mainly defines the connotation and extension of air pollution and public participation in detail.As the theoretical basis of the full text,it comes from the service-oriented government theory and coordination theory in the public management theory.These theories become the theoretical basis and the starting point of the thesis.The second part of the paper is the concept definition and basic principles,which mainly define the meaning and scope of air pollution and public participation.Then it briefly describes the main public management theories used in this thesis-service government theory and collaboration theory.Service-oriented government theory and synergy theory complement each other and jointly support the foothold of the government,enterprises and the public to participate in the prevention and control of air pollution.The third part of the paper gives a brief introduction to the basic urban conditions of Zhuji such as geography,nature and economy.According to the data released by the Zhuji City Environmental Protection Bureau,the air pollution in Zhuji City shows an improvement trend,but there are still many pollution sources that hinder the construction of ecological civilization.With the increasing awareness of environmental protection,Zhuji City has taken more and more efforts to prevent and control air pollution.On the other hand,with the increasing awareness of environmental protection,more and more people,especially young people,are using social platforms such as mobile phones and networks to pay attention to and participate in pollution prevention.However,all sectors of the community in Zhuji City still face difficulties in participating in the prevention and control of air pollution,mainly manifested in the lack of relevant laws and regulations,the single government-led governance model,the lack of transparency in policies and informatization,and the lack of channels for coordinated participation of social organizations.The fourth part of the thesis introduces the analysis of the reasons that affect the collaborative management of air pollution by enterprises and the public in Zhuji City.Due to the limitation of research conditions,the opinions of enterprises and the public are mainly explained and analyzed through the results of the questionnaire survey of citizens of Zhuji City.Through the questionnaire survey and data analysis of the air pollution prevention and control in Zhuji City,all aspects of the air pollution prevention and control in Zhuji City were discovered,and the simple causes of the problems were analyzed.In the fifth part of the paper,the countermeasures and suggestions of Zhuji Municipal Government,enterprises and the public to participate in the prevention and control of air pollution are proposed.Macroscopically,the government is the decision-maker in public management.The key to air pollution prevention and control must be changed from the concept,from relying solely on the government to cooperating with enterprises and the public,to create a good atmosphere for mobilizing all sectors of society to participate in air pollution prevention and control.Policy and institutional basis.
