Dealing with the increasingly severe global climate change is the responsibility of all humanity.As the country with the highest carbon emissions in the world,China is facing severe emission reduction challenges.Developing more appropriate policies to guide high-quality and low-carbon economic development is currently a national priority.This article adopts a combination of theory and empirical research to study the carbon reduction effects and implementation paths of multi-period industrial policies,which helps to formulate scientific and effective low-carbon industrial policies,promote high-level development,and achieve carbon reduction goals.This article conducts an empirical analysis of the carbon reduction effect of industrial policies over multiple periods based on the government’s five-year plan and data on China’s carbon emissions.Gradual DID and group regression are used to empirically test the carbon reduction effect and heterogeneity of low-carbon industrial policies.The empirical results show that the carbon emission changes in industries with low-carbon industrial policies are on average 670000 to 990000 tons less than those in the control group,and the policy effect is very significant and sustainable,The carbon reduction effect is strongest in the first year after the policy is issued;The low-carbon industrial policies in regions with moderate economic levels have the strongest carbon emission reduction effect.To explore the implementation paths and differences of different mechanisms,methods such as SBM-BML were used to calculate intermediary indicators,and a multi-stage stepwise regression model was established from the perspectives of quantity and efficiency.Further research was conducted on the direct and indirect mechanisms of industrial carbon reduction.The empirical results showed that different mechanisms had varying degrees of impact on carbon emissions and carbon emission intensity,with significant differences;The direct carbon reduction mechanism of industrial policies is the most important mechanism,accounting for over 90% of the carbon reduction effect,and the energy structure mechanism accounts for over 6% of the carbon reduction effect.Therefore,when formulating policies,the government should attach importance to the carbon emission monitoring system,pay attention to setting different carbon reduction goals based on different regions,and focus on improving outdated production technologies in areas with poor economic levels;For different industries,attention should be paid to different carbon reduction mechanisms,such as industries with high carbon intensity,which should focus on energy structure mechanisms and technological energy mechanisms,in order to achieve the policy goal of significantly reducing carbon emissions as soon as possible.
