In the context of global warming and the gradual deterioration of resources and environment,how to practice the concept of low-carbon development so as to effectively promote carbon emission reduction has attracted the close attention of countries around the world.In response to climate change,our government has been committed to fulfilling its commitment to carbon emission reduction and has implemented a series of carbon emission reduction policies,plans and programs.At the same time,the implementation of carbon emission reduction policies is bound to have an impact on the economic development of various provinces and regions.So,will China’s carbon reduction policies have a significant impact on regional industrial competitiveness? What is the extent of the impact? How does this impact vary across regions and industries? Is it possible to find a carbon emission constraint path that is conducive to enhancing the competitiveness of regional industries? Therefore,an in-depth analysis from these perspectives has certain theoretical and practical significance for optimizing China’s carbon emission reduction policy,coordinating regional industrial development,and promoting energy conservation and emission reduction.This paper first analyzes the basic status of carbon emission in China and the evolution and practice of carbon emission reduction policies.Then,we construct a carbon emission reduction policy intensity measurement index system to measure the carbon emission reduction policy intensity of China’s provinces and regions from two aspects: the implementation effect and the implementation process of carbon emission reduction policy.Then,we analyze the influence mechanism of carbon emission reduction policy on regional industrial competitiveness from the theoretical level and quantify the regional industrial competitiveness in order to initially analyze the correlation between the two.Finally,a panel data regression model is constructed to empirically test the impact effect of China’s carbon emission reduction policy on regional industrial competitiveness through direct impact model and indirect impact model,and also to explore the differences of its impact on the three major regions and four major industrial industries in China.The results show that:(1)The intensity of carbon emission reduction policies at the national level is increasing.The intensity of carbon emission reduction policies in most provinces shows a trend of strengthening,and the number of areas with higher or higher carbon emission reduction policies is gradually increasing.The intensity of carbon emission reduction policies shows obvious provincial differences,and the regions with larger increases are mainly in the Bohai Sea Rim and the northern regions.(2)In the direct impact model,the intensity of command-based carbon emission reduction policy significantly inhibits regional industrial competitiveness,and the market-based carbon emission trading policy significantly promotes regional industrial competitiveness.In the indirect impact model,the intensity of carbon emission reduction policy improves regional industrial competitiveness by influencing physical capital investment,but does not play a positive role in industrial competitiveness by stimulating technological innovation,but when technological innovation exceeds a certain threshold,the command-based policy significantly improves regional industrial competitiveness,so it takes a longer time to play carbon emission reduction policy to force enterprise technological innovation to improve industrial competitiveness.(3)The direct effect of carbon emission reduction policy intensity on the competitiveness of different regions and different industries is roughly in line with the direction of the overall industrial impact.The negative impact on the eastern region is the largest,while the negative impact on the extractive and high-energy-consuming industries is more profound.The market-based policies have a more significant promotion effect on the development of industries in the less economically developed regions of central and western China as well as the high-energy-consuming industries.The regression coefficients of the interaction term in the indirect impact effect show regional and industry differences,with different degrees and directions of impact.In this paper,there are 10 figures,20 tables,and 90 references. |
