Since reform and opening,China’s economics has made great development.But at the same time,it also brought a series problems of high energy consumption and high pollution.China has become a country that discharges the largest amount of sulfur dioxide and consumes most energy in the world.With the further growth of economy,the energy consumption and pollutant emissions will increase further,our country is facing enormous pressure of energy conservation and emission reduction.In order to reduce energy consumption and emission reduction,the Chinese government began to adopt measures for energy conservation and emission reduction since the 1980 s,and launched a series of energy conservation and emission reduction policies.This shows that the government attaches great importance to energy conservation and emission reduction.At present,many studies show that energy saving and emission reduction is closely related to industrial development,energy conservation and emission reduction depends on the adjustment of industrial structure,industrial structure adjustment and upgrade has a vital role on energy conservation and emission reduction.But how to make use of energy conservation and emission reduction policy measures to promote industrial structure adjustment,and how to use the existing characteristics of the industrial structure to promote the effectiveness of the energy efficiency policies,those are still big problems to be solved.This paper collected energy conservation and emission reduction policies between 1978 and 2013,based on the perspective of industrial structure adjustment to evaluate the effectiveness of energy efficiency policies in China.On one hand,based on the existing research result that "upgrade of industrial structure adjustment to boost energy conservation and emission reduction effect",we quantified the policy measures,discussed the promoting effectiveness of different policy measures and measure combinations to the adjustment and upgrading of industrial structure;On the other hand,based on the existing industrial structure characteristics,we respectively discussed impacts on energy saving and emission reduction which caused by energy conservation and emission reduction policy with single industry and several industries,to find the best combination of energy conservation and emission reduction policy and industry.The main research conclusions are as follows:(1)We established a metric model of effectiveness of energy saving and emission reduction,and respectively discussed impacts on energy saving and emission reduction which caused by energy efficiency policy with single industry and several industries.The results show that: 1)The combination between energy efficiency policies and single industry has promoting effect on energy conservation and emission reduction.2)Because of the lack of effective coordination between our country’ industries at present,the combination of energy conservation and emission reduction policy and industry is failed to promote energy conservation and emission reduction,even to a certain extent,will reduce the effect on energy conservation and emission reduction.These results can provide guiding significance for the government in promulgating energy conservation and emission reduction policies.The policy issued for single industry is beneficial to promoting the effectiveness of energy saving and emission reduction.In practice,actively guide the benign synergy between industries can promote energy conservation and emission reduction.(2)We built the effectiveness model of policy measures.We discussed the influence of individual measure and measure synergy of energy efficiency policies on industrial structure restructuring and upgrading respectively.Industrial structure restructuring and upgrading can be divided into two parts,adjustment and upgrade within the manufacturing and adjustment and upgrade among the three industries.The result shows that both individual policy measure and measure synergy have significant different influence on the adjustment and upgrade of structure among three industries or in the manufacturing industry.For example,the financial measure have positive effect on adjustment and upgrade among the three industries,but have negative effect on adjustment and upgrade within the manufacturing;The synergy of administrative measures and financial measure have positive effect on adjustment and upgrade among the three industries,but have negative effect on adjustment and upgrade within the manufacturing.Otherwise,the synergistic effect of policy measures is much more complex than the superposition effect of single measure.So if the government wants to use the adjustment and upgrade of industrial structure to promote the effectiveness of energy efficiency policies,on the one hand,they should strengthen the use of the measure which has positive effect on industrial structure restructuring and upgrading,and reduce or avoid using the measure which has negative effect on industrial structure restructuring and upgrading;On the other hand,they should pay attention to the synergistic effect among the policy measures,and adopt appropriate policy measures combination base on the synergistic effect.
