| With the rapid development of socio-economic and energy consumption,environmental problems have become increasingly serious.The atmospheric pollution caused by industrial SO2 emissions is the most serious,and the reduction of SO2pollution in the industrial sector is imminent.Therefore,scientifically analyzing the subjects involved in industrial SO2 emission reduction systems and their interaction behaviors,constructing of a multi-agent simulation model for industrial SO2 emission reduction systems,evaluating of industrial SO2 emission reduction benefits under different policy interventions,studying effective paths for industrial SO2 reduction,establishing an industrial SO2 emission reduction policy control system will not only help improve environmental quality,but also promote coordinated development of the economy,society and the environment.This paper comprehensively adopts the complex adaptive systems,multi-agent modeling,experimental economics,and the NetLogo simulation platform to systematically study the differences in national and regional industrial SO2 emission reductions and their effective emission reduction paths under policy intervention.The main contents are as follows:(1)Multi-agent simulation model of industrial SO2emission reduction system.Based on the complex adaptive systems and multi-agent modeling,a multi-agent conceptual model covering local government-emission companies-social public-trading market is constructed,in order to identify the behavioral attributes and rules of each subject,define the interaction between the subject,the trading market and the system environment.And the multi-concept model is transformed into a multi-agent simulation model with the help of the NeLogo simulation platform.It lays a theoretical foundation for subsequent simulation experiments.(2)Industrial SO2 emission reduction policy simulation and scenario simulation considering pollution tax.This article uses NetLogo to analyze the benefits of industrial SO2 emission reduction in the country and regions considering the four SO2 emission tax rates.The study find:in terms of short-term development,the optimal emission reduction tax rate is a high tax rate for the country and 17 regions.In terms of long-term development,setting a medium or phased tax rate is more conducive.A reasonable tax rate has a positive effect on SO2 emission reduction,and can achieve the"who pollutes,who reduces emissions"goal.(3)Industrial SO2 emission reduction policy simulation and scenario simulation considering financial subsidy.Five different financial subsidy rates are introduced,and the national and regional industrial SO2 emission reduction benefits are analyzed.The study find that the optimal financial subsidy rate is 50%in the national and the most of regions.The impact of the emission tax rate on industrial SO2 emission reduction under the optimal financial subsidy rate is the highest in the country and the 20 regions.Eliminating backward equipment,increasing emissions reduction investment,and giving appropriate financial subsidies will help increase the enthusiasm of polluting enterprises.Industrial SO2emission reductions in regions need to be adapted to local conditions.(4)Industrial SO2 emission reduction policy simulation and scenario simulation considering combined policies.The article analyzes and discusses from two perspectives:the combination policy of pollution tax reform mechanism,the combination of pollution tax reform mechanism and fiscal subsidy policy.The results find that under the emission tax reform mechanism,the low emission tax is the optimal emission reduction tax rate for the country and 21 regions.Comparing the emission reduction effect with and without tax refund mechanism,it is found that the industrial SO2 emission reduction effect without tax refund in the country and 21 regions is basically better than the tax refund.Under the emission tax reform mechanism and fiscal subsidy combination policy,the optimal fiscal subsidy rate is 30%.And it is found that under the optimal subsidy rate,the optimal emission tax rate is a low tax rate for the country and 21regions.A comparison of the industrial SO2 pollution tax and investment amount under the four policy combinations find that non-return and high subsidies are more suitable for most industrial SO2 emission reductions.Shandong,Hebei and other regions have the largest amount of pollution tax and emission reduction investment compared with other regions,while Beijing,Shanghai,Hainan and other regions have the opposite.To achieve the goal of energy conservation and emission reduction,it is not only necessary to coordinate the relationship between economic development and the environment,improve the moral cultivation of government officials,and increase the publicity of emission reduction.It is necessary to increase the awareness of corporate executives and the public to reduce emissions,comprehensively review the current status of each region,and set up a reasonable emission reduction path and policy system.The paper includes 27 figures,23 tables,108 references. |
