Measurement,Spatial-Temporal Evolution And Influencing Factors Of Green Innovation Efficiency In The Yangtze River Economic Belt

As a strategic support belt for China’s economic development in the new era,the Yangtze River Economic Belt has obvious location advantages and abundant scientific and technological resources,and is an important source of innovation-driven development in China.However,in recent years,the rapid urbanization of the region,the excessive consumption of resources and the fragile ecological environment have posed great challenges to the green and sustainable development of the river basin along the route.Green innovation,as a new dynamic energy to coordinate economic growth and ecological protection,is an important engine to drive the green and sustainable development of the Yangtze River Economic Belt region.Based on several basic theories about innovation,this paper firstly divides the green innovation process into two stages: science and technology R&D and achievement conversion based on the perspective of innovation value chain,and opens the “black box” of green innovation efficiency evaluation in the Yangtze River Economic Belt by constructing a network SBM-undesirable model to measure and evaluate the overall efficiency and sub-stage efficiency of green innovation in 108 cities at prefecture level and above along the Yangtze River Economic Belt from 2010 to 2019.Second,spatial statistical methods such as natural breakpoints,Thiel index,and exploratory spatial data analysis are combined to analyze the spatial and temporal evolutionary characteristics of green innovation efficiency at the city level along the Yangtze River Economic Belt.Finally,considering the possible spatial dependence of green innovation among regions,an empirical study on the factors influencing green innovation efficiency in cities along the Yangtze River Economic Belt is conducted using the spatial Durbin model after a series of model tests.The research results show that :(1)the green innovation efficiency,science and technology R&D efficiency and achievement conversion efficiency of cities along the Yangtze River Economic Belt are all at low levels,but they all show a fluctuating upward evolutionary trend,and generally show the structural characteristics of science and technology R&D efficiency < green innovation efficiency < achievement conversion efficiency;(2)The green innovation efficiency of cities along the Yangtze River Economic Belt has a significant spatial unevenness,showing an overall spatial distribution pattern of “high at both ends and low in the middle”,but this pattern is changing to a decreasing pattern of“downstream-midstream-upstream” over time;(3)In terms of regional differences,the overall spatial differences in green innovation efficiency in the Yangtze River Economic Zone are gradually narrowing,and regional synergistic development is obvious,and intra-regional differences are the main reason for the serious differentiation of green innovation efficiency differences;(4)In terms of regional correlation,there is a significant positive spatial autocorrelation of green innovation efficiency in the Yangtze River Economic Zone,which is further analyzed by LISA clustering diagram and found to be mainly characterized by“high-high” clustering in the Yangtze River Delta region and “low-low” clustering in some cities in Yunnan and Guizhou;(5)The analysis of influencing factors shows that there is a significant positive spatial spillover effect of green innovation efficiency in cities along the Yangtze River Economic Belt.Economic development,innovation support and environmental regulation have a significant positive contribution to green innovation efficiency,while a higher proportion of secondary industry and poorer environmental quality will have a suppressive effect on green innovation efficiency.Based on the findings of the study,the following countermeasures are proposed to effectively promote the improvement of green innovation efficiency and regional synergistic development in the Yangtze River Economic Belt:(1)focus on basic research on green innovation,strengthen research and development of key technologies for green transformation,and drive green innovation efficiency by improving the efficiency of scientific and technological research and development;(2)apply policies according to local conditions,give full play to the comparative advantages of each region,and narrow the differences in the development of regional green innovation efficiency;(3)optimize regional environmental quality,formulate reasonable environmental regulation policies,and create a good operating environment for the development of green innovation;(4)Increase policy innovation support,promote reasonable transformation of industrial structure,and optimize green innovation development mode;(5)Improve the role of economic development promotion,improve talent training mechanism,and provide endogenous power for green innovation development.
