Study On Green Development Evaluation And Promotion Path Of Logistics In Shandong Province

The report of the 20th National Congress of the Communist Party of China proposed to accelerate the green transformation of development mode,develop green low-carbon industries,promote green development,and promote harmonious coexistence between man and nature.Modern logistics,which is connected to production at one end and consumption at the other,is a fundamental,strategic,and leading industry that supports economic and social development.In recent years,with the upgrading of consumption and changes in business models,the role of the logistics industry in promoting economic and social development has become increasingly evident,but at the same time,the resource and environmental problems derived from the industry have also become increasingly apparent.The path of green development in the logistics industry has become a necessary way to coordinate economic sustainable development and ecological construction.Shandong is a large province in both economy and population,and has strong representativeness in China’s regional economy.Studying the issue of green development of the logistics industry in Shandong Province is not only of great significance for promoting the development of Shandong Province,but also has certain reference significance for promoting the green development of regional logistics.This article takes the green development system of Shandong Province’s logistics industry as the research object.Through methods such as literature analysis and questionnaire surveys,preliminary screening of the selection criteria was carried out,and four criteria layers were determined,including economic environmental foundation,logistics basic capability,environmental friendliness level,and development potential support.A quantitative screening method based on R clustering and an improved grey correlation model was used to screen the indicators within each category,resulting in the identification of 25 evaluation indicators.Secondly,the fuzzy matter-element method was used to calculate the Euclidean closeness degree based on data from Shandong Province from 2006 to 2021,and a time dimension analysis was conducted to analyze the green development of the logistics industry in Shandong Province over the 16-year period.The results showed that the overall level of green development in Shandong’s logistics industry is on the rise,and a good economic environmental foundation has contributed to the improvement of the green development level of the logistics industry.Furthermore,the Euclidean closeness degree was calculated based on2021 data from nine provinces in the Yellow River Basin,as well as provinces such as Jiangsu and Zhejiang,and a spatial dimension analysis was conducted.The results were compared with the green development level of the logistics industry in Shandong Province,revealing that Shandong Province’s green development level in the logistics industry is leading in the Yellow River Basin,but there is still a certain gap compared with developed provinces such as Jiangsu and Zhejiang.At the second,this paper used the barrier degree model to calculate the main obstacle factors and their obstacle degrees for the logistics green development index layer in Shandong Province from 2006 to 2021.The results showed that express delivery volume,the number of new energy vehicles,logistics industry agglomeration,total postal and telecommunications business volume,and the number of investments in air pollution control had higher average obstacle degrees and more frequent appearances,indicating that they had a greater impact on the green development of logistics in Shandong Province.Additionally,the obstacle degree of the environmental friendliness level was the highest among the criterion layers,followed by logistics basic capabilities,development potential support,and economic environmental foundation.Therefore,to improve the green development level of logistics in Shandong Province,it is necessary to pay more attention to environmental friendliness level and logistics basic capabilities.Finally,this paper proposes the path and strategies for green development of the logistics industry from both government and enterprise perspectives.At the government level,policies and regulations to promote green logistics development should be improved to provide a policy foundation.The transport network should be scientifically planned to improve logistics infrastructure construction.Energy and resource utilization should be enhanced to reduce logistics pollution intensity.The development of intelligent logistics can be promoted to enhance the digital economy.At the enterprise level,logistics technology upgrades can be promoted to advance green development;the role of enterprises as the main driver can be strengthened,and green circular concepts can be promoted.Joint distribution can be implemented to achieve economies of scale in logistics distribution,reduce costs and increase efficiency.The promotion of multimodal transport technology can overcome the limitations of single transport mode and enhance logistics efficiency,contributing to green logistics development.The use of green packaging can also be increased to reduce packaging pollution.
