Study On Inter-governmental Cooperation In Water Pollution Control

The Yellow River is the cradle of Chinese civilization,which is known as the mother river.It is responsible for 12%of the country’s population living water and 15%of farmland and production water supply.The Yellow River flows through 9 provinces and regions,providing water resources to more than 50 large and medium-sized cities and many industrial and mining enterprises,it has an important significance in economic and social development and people’s production and living.In recent years,with the rapid development of economic society,Industrial and agricultural wastewater and domestic sewage emissions increased year by year,this caused pollution in the Yellow River even worse,In particular,the problem of cross regional water pollution has not received due attention,cross regional water pollution incidents occur frequently.How to strengthen Inter-Governmental Cooperation to solve the problem of trans-boundary water pollution has gradually attracted the attention of the society and the in-depth study of experts and scholars.In this paper,from the perspective of Inter-governmental cooperation on water pollution control in the Yellow River,on the basis of summarizing the current situation of water pollution cooperation in the Yellow River,It is found that inter-governmental cooperation has achieved initial success in the trans regional water pollution control in the Yellow River,but there are still many problems.For example,local government pay too much attention to their own economic interests、the phenomenon of multiple subjects controlling water pollution happened frequently、inter-governmental cooperation becoming increasingly fragmented and etc.Comprehensive analysis of the causes of these problems,and learn from the advanced experience of overseas inter-governmental cooperation,combined with China’s national conditions and characteristics of water environment,put forward the following measures:strengthen communication and form a consensus、innovative organization form、deep and perfect the government cooperation mechanism、innovative inter-governmental cooperation system、improve the legal environment of Inter-governmental cooperation in water pollution control.
