Research On Cross-departmental Collaborative Governance Of Water Pollution In My Country

Since the reform and opening up,my country’s economy and society have developed by leaps and bounds,urban integration has continued,and urban space has accelerated.With the rapid urbanization process on a large scale,the demand for and consumption of resources is also increasing.In some areas,the economic development mode is extensive,the industrial planning is unreasonable,the industrial structure is heavy,and the total pollutant discharge scale is close or exceeds the environmental load capacity.The natural environment The ecological balance is destroyed,the ecological environment problems are becoming more and more prominent,and water pollution control is imminent.The report of the 19th National Congress of the Communist Party of China pointed out that pollution control has become one of the three major battles.However,the water pollution control process has also caused some problems due to its own imperfections.Frequent transboundary water pollution incidents are on the surface a crisis of water resources and the water environment,but they basically reflect the shortcomings of my country’s current decentralized governance model of different departments in the face of “spillover” problems such as water pollution.The effective treatment of water pollution is far from enough to rely on a certain governance behavior of a single government department.It is necessary to mobilize multiple resources and coordinate the responsibilities of various water-related departments,and use a cross-departmental collaborative governance mechanism to strengthen the speed and trust of water pollution control.Based on this,strengthening theoretical and practical research and exploring effective methods to break through the problem of cross-departmental collaborative governance have become an important way to solve the problem of water pollution.This paper analyzes the problem,analyzes the causes and discusses the problem of water pollution in China.First,the concept and related theories of cross-departmental coordinated governance of water pollution in my country are explained to provide a theoretical basis for collaborative governance research.Secondly,it analyzes the achievements and problems of the cross-departmental coordinated governance of water pollution in my country,and analyzes the reasons for the insufficient construction and operation of coordinated governance among government departments in my country.Third,analyze the practice of water pollution coordinated treatment in developed countries abroad,and summarize the experience that can be used for reference.Finally,specific measures and countermeasures are put forward for the problems of cross-departmental collaborative governance of water pollution in my country,which will lay a solid foundation for continuing to promote pollution governance.
