Research On Ship Air Pollution Control In China

Ships travel frequently in port cities.Ship logistics brings economic power to the city.At the same time,ship exhaust emission also causes pollution to the atmospheric environment of the port.China’s ship air pollution control work was officially launched in 2016,and the control mechanism and legal system guarantee are still in the exploratory stage.As a shipping and transportation hub in the north,Tianjin port is also the first batch of ports to start ship emission control,and the relevant governance work is representative.At present,Tianjin Port’s ship air pollution collaborative control mechanism is not perfect,the shipping response is not positive,the social public participation is low,and the control means and supervision capacity are insufficient,which hinders the ship air pollution control work in Tianjin.This paper aims to put forward feasible suggestions for ship air pollution control and promote the development of ship air pollution control in China.This paper adopts the methods of literature reading,interview and questionnaire survey.Through literature reading and data collection,we fully understand the research results and implementation status of ship air pollution control at home and abroad;Through on-the-spot investigation and in-depth interview,we learned that there are prominent problems in the control of ship air pollution in Tianjin: the collaborative control mechanism is not perfect,the multi governance pattern is not established,and the governance work is backward.Based on the collaborative governance theory,multi center governance theory and social partnership theory,this paper studies the status and existing problems of ship air pollution control in Tianjin port.It is found that the existing problems are mainly caused by the imperfect collaborative governance mechanism and imperfect system guarantee.Based on the collaborative governance model in the European Union,the experience of ship emission control in California and the experience of air pollution control in the Yangtze River Delta,this paper puts forward countermeasures to build a collaborative governance system,improve the collaborative governance mechanism,establish collaborative governance paths and innovate working methods,Build a coordinated control model of ship air pollution in China to provide a scheme for the control of ship air pollution in port cities across the country.
