Research On Regional Collaborative Governance Of Air Pollution

In recent years,air pollution caused by industrial development has become a potential hazard that endangers production and public health and affects social order,and has brought bad influence to people’s production and life.At the present stage,air pollution has become a public problem that transcends geographical location and administrative boundaries.In the past,the independent governance carried out by a single governance subject has been unable to meet the needs of air pollution control,and various regions must adopt a coordinated governance method to jointly solve the air pollution problem.From the perspective of the current situation of regional coordinated air pollution control,the government,enterprises,social organizations and the public are all important parts of the governance process,which need to give play to the advantages of collaborative governance.Based on the perspective of collaborative governance,the practice of collaborative air pollution control in the Beijing-Tianjin-Hebei Region was selected as a typical case to discuss.By viewing the relevant data of the official environmental protection website and the bulletin of the ecological environment over the years,this paper combs the current situation of the coordinated air pollution governance in the Beijing-Tianjin-Hebei Region from three aspects of idea,system and action,and expounds the achievements of the coordinated air pollution governance in the Beijing-Tianjin-Hebei Region.Through the analysis,it is found that there are three problems in the collaborative air pollution governance in the Beijing-Tianjin-Hebei Region: the multiple participation of subject of collaborative air pollution governance is not sufficient,the construction of collaborative air pollution control system needs to be improved,and co-ordinated action between multiple subject needs to be strengthened.On the basis of summarizing the problems and analyzing the causes,the path selection of regional collaborative governance of air pollution is further proposed from three aspects of "idea-system-action",that is,enhancing the consensus of collaborative governance of air pollution,perfecting the guarantee of collaborative governance of air pollution system,and constructing and perfecting the multi-subject collaborative governance action network.
