Research On The Treatment Of Domestic Sewage From Ships In Tianjin Port

Tianjin port is located at the westernmost end of Bohai Bay,which is the largest port in North China.It has quantities of ships and high navigational density.A large number of domestic sewage is discharged into the sea during the arriving in and departure process of ships.In addition,the ecological environment of Bohai waters is fragile,resulting in the pollution of domestic sewage.Due to the lack of awareness of ship and crew to prevent ship domestic sewage pollution,incomplete collaborative governance regime of ship domestic sewage in Tianjin port,insufficient ship domestic sewage receiving and treatment facilities and other reasons,Tianjin port is unable to manage ship domestic sewage effectively.The author hopes that through the research of this paper,feasible suggestions on the ship sewage treatment of Tianjin Port will be put forward,so as to promote the rapid development of ship sewage governance of Tianjin port.This dissertation adopts the methods of literature reading,comparative analysis and investigation.Through the methods of literature reading and data collection,we know the deficiencies of Tianjin port ship domestic sewage treatment in policy formulation,mechanism construction and relevant laws and regulations;through the methods of questionnaire survey and telephone survey,we have mastered the current situation of Tianjin port ship domestic sewage treatment infrastructure,lack of crew awareness of preventing domestic sewage and so on.With the help of multi-center governance theory,externality theory and collaborative governance theory as the theoretical basis,this paper makes an in-depth analysis of the current situation and existing problems of ship domestic sewage treatment in Tianjin port,and finds that the main problems of Tianjin port are the imperfect collaborative governance system,the lag of relevant regulatory mechanisms and laws and regulations.Compared with the experience and enlightenment of Shanghai port,Shenzhen port and Dalian port in developing special schemes and concentrating the main force to solve outstanding problems in ship domestic sewage treatment,based on the theory of collaborative treatment,this paper puts forward the improvement of relevant laws and regulations,the construction of a multi-department,enterprise and crew multi-collaborative governance system to support Tianjin port ship domestic sewage treatment.It is suggested to strengthen the supervision of the whole process of ship domestic sewage discharge receiving and treatment,and strengthen the publicity of ship domestic sewage policies and regulations.It is hoped that this paper can contribute to the ship sewage governance of Tianjin port,and also pave the way for the comprehensive treatment of domestic sewage in Bohai Sea.
