The industrial transfer has an irreplaceable role for a country in adjusting the layout of productivity and promoting the coordinated development of the regional economy.Especially in the case of regional economic imbalance,the gradient transfer of China’s manufacturing industry between regions is an irreversible general trend.However,there are substantial ecological risks in manufacturing industry transfer.In the current background that China is focusing on the green transformation of the economy,how to deal with the environmental problems of inter-regional gradient transfer of the manufacturing industry and actively play its role in economic development has become an increasingly important issue.This paper systematically reviews and analyzes the findings of existing studies on industrial transfer and carbon productivity,defines the relevant concepts,and sorts out and analyzes the theoretical basis and influence mechanism of industrial transfer affecting carbon productivity.On this foundation,provincial panel data of China from2005-2019 were selected to measure the scale and direction of manufacturing and three types of factor-intensive manufacturing industry transfer in China using the industrial transfer index,analyze the spatial distribution characteristics of the receiving and transferring places,and measure the carbon productivity level in China using the SBM model and GML index to analyze the spatial and temporal evolution characteristics of carbon productivity.Then,the effects of manufacturing industry transfer on carbon productivity are empirically explored using fixed and threshold effects models.The study shows that:(1)the trend of manufacturing industry transfer in China is evident,mainly showing the geographical distribution of transfer out of the east and undertaking by the central and western regions and the northeast,and the scale of manufacturing industry transfer in and out increases year by year.Meanwhile,in line with the overall transfer trend of the manufacturing industry,the eastern region is primarily where the labor,capital,and technology-intensive manufacturing industries are transferred out,while the central and western regions and the northeast region are mainly the places where they are taken over.Second,China’s carbon productivity level generally shows an upward trend,and the geographical distribution of "high in the east and low in the west" becomes increasingly apparent as time goes by.(2)The impact of the direction of manufacturing industry transfer on regional carbon productivity is different.From the total sample,manufacturing industry transfer harms carbon productivity.After dividing into the transfer out group and the taking over group,the empirical evidence finds that the transfer out of the manufacturing industry significantly improves the carbon productivity of the transfer out-group.The transfer of the manufacturing industry significantly inhibits the carbon productivity improvement of the taking-over group,which indicates that the transfer of the manufacturing industry between regions in China is consistent with the "pollution sanctuary" hypothesis.(3)There is heterogeneity in the effects of three factor-intensive manufacturing industries on carbon productivity.After dividing different factor-intensive manufacturing industries into different categories,the empirical analysis shows that the transfer of labor-intensive and capital-intensive manufacturing industries has a significant adverse effect on improving carbon productivity in the receiving place.The transfer out of capital-intensive manufacturing industries has a significant positive effect on improving carbon productivity in the transfer-out location.(4)There is a threshold effect on the impact of manufacturing industry transfer on carbon productivity under different types of environmental regulation intensity.For the receiving place,appropriate settings of investment-and cost-based environmental regulations can weaken the negative impact of the industrial transfer on carbon productivity.For the transferring place,an appropriate setting of cost-based environmental regulations can promote the positive impact of the industrial transfer on carbon productivity.Finally,according to the conclusion and the current development status of China’s manufacturing industry transfer,policy suggestions are put forward to promote the orderly transfer of manufacturing industries between regions in China and to set reasonable environmental regulation means to play a positive role in manufacturing industry transfer and realize the path of green development. |
