Since the reform and opening up,China's rapid economic development has also caused serious environmental pollution problems.In addition,international trade has become more frequent in recent years,and media such as cross-border investment will transfer and spread high-polluting industries in some areas to other parts of the world.China as one of them,the hidden environmental pollution problem attached to FDI will also aggravate the contradiction between China's economy and the ecological environment.In the 1970 s,the state began to control environmental issues,but the effectiveness of regulatory measures has been limited.In the new era,the regional economic green development has become the national economic transformation wind vane.Combining domestic and international backgrounds,environmental regulation and bidirectional FDI will be important factors affecting economic green growth.Especially in the implementation of the “One Belt,One Road” national strategy in recent years,the domestic Silk Road Economic Belt has become the most direct role group for environmental regulation and FDI strategy.At present,the construction of the domestic green silk road economic belt has become the starting point for the national economic transformation and upgrading,and the urgent task is to deal with the relationship between environmental regulation and bidirectional FDI,so that the two play a positive environmental effect.Based on the two perspectives of energy saving,emission reduction and opening up,this paper systematically expounds the internal mechanism of bidirectional FDI and environmental regulation affecting the green development of China's regional economy.The specific content of the paper mainly has the following parts:The first part defines the core concepts of environmental regulation,bidirectional FDI and regional economic green development,and expounds the corresponding theoretical basis.Through the literature review,we reviewed the research on FDI,environmental regulation and economic green development at home and abroad.Combined with the current real problems in China's FDI,environmental regulation and regional economic green development,it leads to the direction that can be further studied.In the second part,the domestic Silk Road Economic Belt is selected as the research area,the green economy performance is measured,and the results are analyzed.Using the global Luenberg productivity(GML)index based on the SBM directional distance function,the green total factor productivity(GTFP)and traditional total factor productivity(TFP)of the 18 provinces of the China Silk Road Economic Belt from 2003 to 2016 were respectively carried out.The calculation and comparison of the calculation results have preliminarily verified the applicability of the "Porter Hypothesis" in China.The third part is empirical analysis.Based on the panel data of 18 provinces in the domestic Silk Road Economic Belt from 2003 to 2016,a dynamic panel data regression model was constructed and the empirical results were analyzed.The results show that bidirectional FDI plays a positive role in the green development of regional economy,and the positive effect of GTFP in coastal areas is significantly greater than inland.Different types of environmental regulation also have different effects on the green development of bidirectional FDI regional economy.Market-oriented environmental regulation plays a higher role in environmental protection screening for foreign-invested enterprises.Administrative environmental regulation is more binding on local enterprises.The two environmental regulations work together to enhance the promotion of bidirectional FDI to the GTFP of the Silk Road Economic Belt.Finally,based on the current situation and empirical results of the Silk Road Economic Belt in China,this paper gives the corresponding policy enlightenment: adopt the FDI regulation mode with market-oriented environmental regulation as the main and administrative environmental regulation as the supplement,strengthen the organic coordination and coordination between IFDI and OFDI,and bidirectional FDI and environmental regulation,realize their benign interaction,recognize the heterogeneity of regional economy,and avoid the policy of “One size fits all”.In order to narrow the gap between regional development and promote the green and coordinated development of the economy of the Marine Silk Road and the Land Silk Road in China,we should adopt the strategy of environmental control and FDI according to local conditions.At the end of the paper,it points out the shortcomings of the research and the direction of future efforts.
