| Over the past 40 years of reform and opening up,China’s manufacturing industry has achieved great development achievements,and its production capacity and technological innovation level have steadily improved,making important contributions to the leapfrog development of China’s economy.At the same time,the extensive development model of China’s manufacturing industry has severely damaged China’s ecological environment.Problems such as acid rain,greenhouse effect,and smog occur frequently.Therefore,it is urgent to strengthen environmental governance.As China’s economy has entered a new normal,the construction of ecological civilization has been placed in a more prominent position.The report of the 19th National Congress of the Communist Party of China pointed out that the development concept of "innovation,coordination,green,openness and sharing" must be unswervingly implemented.It is an important way to achieve a win-win situation for the environment and the economy and to achieve high-quality economic development.Environmental regulation is the social normative governance and defense of environmental pollution incidents.It is not only a pressure for manufacturing enterprises,but also a driving force for green transformation of manufacturing enterprises.Building an ecological civilization is a long-term plan that concerns the well-being of the people and the future of the nation.After the 18th National Congress of the Communist Party of China,faced with problems such as resource bottlenecks and insufficient economic sustainability,the Central Committee of the Communist Party of China has implemented a series of environmental protection policies in the field of environmental protection,with great determination to promote ecological protection.Superimposed on the supplyside structural reforms starting from 2016 with "three eliminations,one supplement and one reduction" as the starting point,many restrictive measures have made the development of private enterprises encounter great difficulties.The operational difficulties of private enterprises also directly affect the realization of China’s governance transformation goals and the further deepening of reforms.As China’s economy enters a new normal,local economies are facing the dual pressures of governance transformation and green transformation.Then,creating a fair and competitive market environment to accelerate the transformation of governance is crucial to promoting the green development of the manufacturing industry.Therefore,the purpose of this paper is to explain the relationship between environmental regulation,governance transformation and the green development of manufacturing.Focusing on coping with the scarcity of environmental resources and achieving a win-win situation between economic development and environmental protection,this paper systematically studies the impact mechanism of environmental regulation on the green development of manufacturing industry from the perspectives of theoretical analysis and empirical testing,as well as the relationship between environmental regulation and environmental protection.The principle of the role of the incentive cooperation between the governance transformation and the green development of the manufacturing industry.The government should strive to create a free and fair competitive environment,and actively improve the existing structure of market entities,which has important theoretical and practical significance for the realization of green development of the manufacturing industry and high-quality economic development.The empirical results show that the intensity of environmental regulation in China has strong stage and regional heterogeneity.Among them,the overall intensity of environmental regulation is increasing year by year.From the perspective of the level of heterogeneous environmental regulation,the intensity of command-and-control environmental regulation has increased rapidly in 2009,while the market-incentivized and voluntary environmental regulations have shown a slow growth.situation.On the whole,the green development level of China’s manufacturing industry is high in the eastern region and relatively low in the central and western regions.Both commandand-control environmental regulation and market-incentivized environmental regulation can significantly promote the green development of manufacturing industry,among which,the positive effect of market-incentive environmental regulation is stronger.At the same time,in areas with high capital stock,R&D level,industrial scale,and economic development level,and areas with low degree of openness,the impact of command-and-control environmental regulation and market-incentive environmental regulation on the green development of regional manufacturing is more significant.In contrast,when implementing environmental regulations,local command-and-control environmental regulations require higher R&D conditions to play a better role in promoting the green development of the manufacturing industry,while marketincentivized environmental regulations require a higher level of economic development.better impetus.The intermediary mechanism of "structural effect" and "technical effect"exists,that is,environmental regulation can significantly reduce the proportion of energy-intensive industries,improve production efficiency,and promote the green development of local manufacturing industries.Among them,the intermediary mechanism of "structural effect" perform stronger.Local governments tend to adopt mutually imitative policies when implementing the three different environmental policy tools,and this imitation policy inhibits the process of green development of the manufacturing industry.Combined with the overall development trend of the country,as the coupling degree and coupling coordination between governance transformation and manufacturing green development continue to rise,the trend of coordinated development between the two is in the process of gradual enhancement.Governance transformation and market-incentivized environmental regulation have produced a compound effect of positive incentives on the green development of the manufacturing industry.Although the main effect of voluntary environmental regulation is not significant,the impact of voluntary environmental regulation on the green development of manufacturing industry can be effectively exerted only in the context of the continuous improvement of governance transformation.In addition,the moderating role of governance transformation mainly promotes the green development of local manufacturing by accelerating breakthrough innovation and reducing capital market mismatch.Taking the empirical results as a reference,and on the basis of drawing on the experience of green development of manufacturing in the United States,Japan and Germany,this paper mainly focuses on the selection of heterogeneous environmental regulations,the cooperation between environmental regulations and technological innovation incentives,and the vigorous development of circular economy and lowcarbon economy.This paper analyzes the path selection to promote the green development of China’s manufacturing industry from four aspects,including the ecological and environmental protection awareness of manufacturing production.The policy implication of this paper is to vigorously develop the private economy,give more policy support and initiative to private enterprises,and continuously enhance the core competitiveness of private enterprises.This is an important path to deepen the supplyside structural reform and can effectively promote China’s
