Study On The Strategy Of Collaborative Ozone Pollution Control

M City,as the second largest city in S Province and the only technology city in China,has developed rapidly in recent years in terms of urban scale,industrialization,transportation,and other aspects.This has brought many uncertainties to the urban air quality,and the composition of pollutants has become increasingly complex.The difficulty of control has gradually increased.Although the particulate matter pollution in M City has significantly improved during the 13 th Five Year Plan period,ozone pollution is becoming increasingly prominent,and the proportion of ozone as the primary pollutant in the polluted air is increasing year by year,It has become the main pollutant that affects the environmental air quality standards in M city,bringing new challenges to local government decision-makers.Ozone pollution has a certain degree of complexity,regionalism,and local characteristics.It is extremely important for M city to study the collaborative governance strategy of ozone pollution and how to deepen the battle for pollution prevention and control.Under the guidance of collaborative governance theory and combined with the local ozone pollution situation in M city,this study takes the ozone pollution collaborative governance system in M city as the object to sort out the ozone pollution collaborative governance strategies in M city.It mainly summarizes the implementation status of the ozone pollution collaborative governance strategy in M city from the aspects of governance subjects,policy guarantees,technological support,and departmental regional collaborative governance.Combining with public management knowledge,field research,case analysis,survey questionnaires,and other methods are used,Summarize the effectiveness and shortcomings of the collaborative governance strategy for ozone pollution in M city,analyze the reasons,combine advanced experience and inspiration with empirical research on the collaborative governance strategy for ozone pollution in M city,and propose countermeasures and suggestions for the collaborative governance of ozone pollution in M city.The article is divided into six chapters,which are respectively raising questions,relevant concepts and theoretical foundations,analyzing the current situation and problems,drawing on experience,proposing countermeasures,conclusions and prospects.In the face of issues such as imbalanced allocation of governance rights and responsibilities,inadequate implementation of policies,and imbalanced development of science and technology,further research is conducted on the specific reasons for unclear division of governance rights and responsibilities,low participation of other entities except for the government,and lack of governance skills.At the same time,based on the inspiration of advanced governance experience at home and abroad,targeted measures are proposed for the coordinated governance of ozone pollution in M city,mainly to form a collaborative governance system,Strengthen the participation of multiple entities in ozone pollution control,strengthen institutional guarantee mechanisms,strengthen scientific and technological support,form a collaborative governance innovation pattern,and achieve a positive trend of universal governance.
