Effectively addressing the pollution of the small and medium manufacturing industry has become an urgent problem in China.Existing studies focus on analysing the direct participation of multiple subjects in the pollution management of small and medium-sized manufacturing industries or rely only on supply chain tools to solve the problem.However,due to the wide distribution and large number of small and mediumsized manufacturing enterprises,it is costly for multiple subjects to directly participate in their pollution governance;the publicity of the environment,the negative externalities of pollution,and especially the profit-seeking of enterprises lead supply chain governance to often have a problem of low level of motivation.In practice,multiple subjects have tried to participate in environmental management with the power of core enterprises in the supply chain and have achieved better results.However,in theory,there is still a lack of systematic and in-depth research about these facts.Therefore,this dissertation focuses on the pollution problem of small and medium-sized manufacturing enterprises from the perspective of "supply chain+multiple subjects",proposes a new path for the participation of multiple subjects in governance through core enterprises,explores rationality through the analysis of its formation logic and internal mechanism,and verifies its effectiveness through its operation effect and cogovernance advantages.On this basis,in line with the different driving mechanisms of supply chain environmental governance among multiple entities,a heterogeneous cogovernance strategy is designed to address the pollution causes of the shortage of green capital and the lack of green innovation motivation in small and medium-sized manufacturing enterprises.The main work of this dissertation is as follows.(1)The dissertation proposes a pollution co-governance path for small and medium-sized manufacturing enterprises from the perspective of "supply chain+multiple subjects ",and demonstrates its rationality and effectiveness.The details are as follows.①First,taking advantage of the supply chain,especially the advantages of core enterprises,this dissertation proposes a pollution co-governance path in which multiple subjects participate in the pollution management of small and medium-sized manufacturing enterprises by acting on core enterprises and clarifies its basic characteristics.Second,this dissertation analyses the formation logic of the pollution co-governance path based on Actor-network Theory and clarifies its formation conditions from the perspective of cost-benefit.By comprehensively considering the heterogeneity of multiple subjects to the supply chain environmental governance driving mechanisms,this dissertation analyses the implementation mechanism of pollution co-governance in small and medium-sized manufacturing enterprises,thereby demonstrating its rationality.②This dissertation constructs a dynamics model of the pollution co-governance system from the perspective of "supply chain+multiple subjects",portrays its operation law through the dynamic changes of entity behaviours and their interactions,quantitatively analyses its operation effect by means of simulation experiments,and compares it with the traditional governance path.The results show that the environmental performance of small and medium-sized manufacturing enterprises gradually improves in an S-shaped curve until equilibrium is reached under the pollution co-governance path.Compared with traditional governance methods such as supply chain governance and direct governance by multiple subjects,the pollution cogovernance path has more advantages in steadily improving environmental performance and reducing governance costs and is more adaptable to the reality of increasing environmental standards,thus demonstrating its effectiveness.(2)In view of the shortage of green funds for small and medium-sized manufacturing enterprises,according to the resource-driven nonsocial governance mechanism,this dissertation designs a pollution co-governance strategy based on reverse factoring financing under the pollution co-governance path.The Stackelberg game and hierarchical planning are adopted to construct a pollution co-governance model based on financing.Compared to traditional bank credit,the advantages of pollution co-governance by small and medium-sized manufacturing enterprises based on reverse factoring financing have also been analysed.Moreover,this dissertation explores the impact of key factors such as the discount rate of accounts receivable,accounting period and bank credit interest rate.Finally,this dissertation introduces government rewards and punishments,clarifies the role and scope of government rewards and punishments,and analyses the changes in the conditions of reverse factoring advantages under government rewards and punishments.The results show that,compared with traditional bank credit,reverse factoring is more suitable for supply chains with higher environmental ratings of small and medium-sized manufacturing enterprises and strong core enterprises.The pollution co-governance strategy based on reverse factoring financing can simultaneously improve pollution governance effectiveness and corporate profits.In addition,government rewards and punishments have expanded the scope of their advantages in improving the profits of small and medium-sized manufacturing enterprises.When the benchmark of government incentives and penalties is low,the advantages of pollution governance effectiveness and social welfare will also be improved.(3)Under the co-governance path of "supply chain+multiple subjects",aiming at the problem of insufficient green innovation motivation for small and medium-sized manufacturing enterprises,this dissertation designs a pollution co-governance strategy considering public participation in innovation based on a demand-oriented social governance mechanism.In line with whether the public participates in green innovation,this dissertation uses the Stackelberg game and hierarchical planning to construct an innovation-based pollution co-governance model under different scenarios.This dissertation analyses the effects of public participation in green innovation,as well as the changes in the willingness,investment,and effectiveness of public participation in green innovation under environmental review by social organizations.Meanwhile,this dissertation also explores the impact of key factors such as network effects,goodwill losses,and especially the cost sharing ratio of green innovation of core enterprises on the innovation-based pollution co-governance system,and further designs Pareto improvement strategies from the perspective of interest concerns.The results show that public participation in innovation deepens the pulling effect of green demand on pollution control,and is conducive to the promotion of green innovation momentum and supply chain economic benefits for small and medium-sized manufacturing enterprises,but higher costs will lead to a decline in public participation willingness.Environmental reviews can positively strengthen the effectiveness of public participation in innovation in enhancing the green innovation momentum of small and medium-sized manufacturing enterprises,and this strengthening effect will also be reflected in the economic benefits of the supply chain under certain conditions.It can enhance their willingness to participate in innovation and achieve Pareto improvement of the system when core enterprises give attention to the public’s interests.The innovations of this dissertation are as follows:(1)The pollution co-governance path for small and medium-sized manufacturing enterprises based on the perspective of"supply chain+multiple subjects" is proposed,and the rationality and effectiveness are demonstrated through the analysis of its formation logic and implementation mechanism,evolution effect and co-governance advantages,which realizes the innovation and development of environmental governance theory for small and medium-sized enterprises.(2)This dissertation designs a pollution co-governance strategy based on reverse factoring financing by comparing it with traditional bank credit,analyses the advantageous conditions of reverse factoring and the impact of government incentives and punishments,providing a new analytical tool to solve the problem of insufficient funds for small and medium-sized manufacturing enterprises.(3)This dissertation designs a pollution co-governance strategy considering public participation in innovation,analyses the effect of public participation in green innovation and the impact of environmental reviews,providing new ideas for promoting green innovation in small and medium-sized manufacturing enterprises.
