At present,China’s socio-economic development has made significant achievements,and the living standards of the people have gradually improved.However,the extensive development that relies on a large amount of manpower and material investment for economic development for a long time consumes too much resources and energy,leading to increasingly serious river pollution and continuous deterioration of the river ecological environment.Although the Chinese government has been carrying out long-term river pollution control work,problems of anti black and anti odor in rivers have occurred from time to time.It can be seen that the traditional river governance model with the government as the main body is no longer able to meet the current needs of river pollution control,and river pollution control has fallen into a dilemma.In order to meet the needs of ecological and environmental governance in the new era,the 19 th National Congress of the Communist Party of China subsequently proposed the "construction of a modern ecological and environmental governance system led by the government,with enterprises as the main body,and coordinated participation of social organizations and the public".The Central and State Offices also issued the "Guiding Opinions on Building a Modern Environmental Governance System".Therefore,in the context of the country vigorously promoting the modernization of collaborative governance,how to effectively leverage the collaborative governance capabilities of multiple entities,improve the diversified governance mechanism of river pollution in China,and promote long-term governance of river pollution issues is one of the important issues in the current public management discipline.Huaibin County is one of the few water towns in Henan Province,with crisscrossing rivers and densely covered ponds.The task of river pollution control is very challenging.Exploring the problems in the collaborative management of river pollution and proposing corresponding countermeasures is of great significance for improving the river pollution control capacity and improving the ecological environment of Huaibin County.Through research on the current situation of collaborative participation of multiple entities in river pollution control in Huaibin County,it was found that there are problems with insufficient participation of multiple entities,limited resources for river pollution control,loopholes in river pollution control mechanisms,and poor information communication among multiple entities.The main reason for this is due to the weak concept of collaborative governance among multiple entities,weak ability to integrate governance resources,inadequate mechanisms for river pollution control,and the lack of information exchange mechanisms.Based on this,drawing inspiration from the experience of urban river pollution control at home and abroad,it is required that the government establish the concept of limited government,strengthen the sense of corporate social responsibility,increase the attention of social organizations to water control,and enhance public participation awareness from the perspective of consolidating consensus on collaborative governance among multiple entities;Enhance the ability to integrate diverse subject resources,expand funding sources in multiple directions,and strengthen the construction of talent teams for river pollution control;Improve the mechanism for river pollution control,optimize the supervision mechanism for collaborative governance,and improve the assessment mechanism for collaborative governance;Building an information exchange platform and establishing an information exchange platform within the government and among multiple entities,four aspects are proposed to improve the collaborative participation of multiple entities in river pollution control in Huaibin County.It is hoped that the level of river pollution control in Huaibin County can be improved,and the modernization of river pollution control capabilities in Huaibin County can be achieved. |
