| Since the 1970 s,environmental pollution,waste of resources and other public problems have emerged worldwide.In the process of environmental governance,governments of various countries use various policy means to prevent and control pollution according to the period and characteristics of pollution.Since the beginning of this century,the Chinese government has been faced with severe environmental pollution.Government,at the time of governance means to reflect the administrative means and legal means of combining the trend,but the use of administrative command and control means to control environmental pollution is still the mainstream,has obvious security administration characteristic,under the traditional performance appraisal methods,part of the existence of local government rent-seeking phenomenon,appear the fragility of environmental policy implementation,good ecological environment is to promote economic development and improve people’s living standards important basis,by the party and the country’s attention.The report of the 19 th national congress of the communist party of China clearly points out that environmental protection needs to build a governance system with "government as the leading force,enterprises as the main body,social organizations and the public participating together".In 2018,the central committee of the communist party of China and the state council issued the opinions on comprehensively strengthening ecological and environmental protection and resolutely fighting pollution prevention and control,which proposed to "reform and improve the ecological and environmental governance system" and required continuous improvement in environmental supervision,economic policy,legal guarantee,environmental protection capacity and social action.A modernized environmental governance system is an important way to help promote ecological progress and achieve the goal of a beautiful China.About the practice of environmental governance and studies throughout the world,the supervision of the public and social organizations,enterprises environmental technology upgrade in environmental governance system becomes the important trend to solve the problem of pollution,the collaborative participation from different subjects can make up for a single government governance environment mode distribution of power and responsibility,and a rigid mechanism problems,such as environmental pollution from biochemical problem in negative externalities behavior to enterprise,and gradually form a multi-main-body complicit in environmental governance mode.By sorting out the diversified trend of environmental governance in China,we can divide it into three stages: the first is the single environmental governance mode with the government as the governance subject.Under this mode,the government is the unitary subject of environmental governance and controls the environment through administrative instructions,laws,regulations,policies and other measures.Secondly,the government and the market combined the dual mode of environmental governance,through the guidance of the market economy and administrative means for environmental management;Finally,the government,enterprises,the public and social organizations participate in the multiple collaborative environmental governance model.At present,China is in the transition period of the mode of environmental governance.This mode,change the concept of government in environmental pollution control,from the environmental pollution from the task of governance into environmental management and environmental protection,from the unit from the means of government regulation to the combination of administration and market governance,from the governance body,pay attention to guiding a variety of forces for environmental governance,the government,enterprises,public and social organizations share the responsibility of environmental protection,namely the multivariate environment governance role.This paper studies the collaborative mode of multiple subjects in China’s environmental governance model.It aims to adjust the existing environmental governance mode of the government,improve the effect of policy implementation,stimulate and restrain enterprises’ production behavior,internalize the prevention and control of environmental pollution,implement the right of public participation and lifelong education,endow environmental and social organizations with the right to return energy,and improve the collaborative mode of multi-subject environmental governance.We will promote harmony between economic development and environmental protection and improve environmental pollution. |
