Study On The Coordinated Control Of Ozone Pollution In S City

In recent years,the problem of ozone pollution control has attracted much attention across the country.The main reason is that the ozone concentration in the ambient air is increasing year by year,which has more and more impact on the rate of good air quality and People’s Daily life.Different from other air pollution problems,ozone pollution is characterized by secondary transformation generation,difficult control of precursors,and obvious regional spatial transmission.It has certain particularity in collaborative governance,and is another severe challenge faced by the government in addressing air environmental issues.Under such a background,this paper takes S Municipal Government as the object,and under the idea of collaborative governance,analyzes and studies the governance behavior of S Municipal government from two perspectives of horizontal and vertical inter-governmental relations and the synergistic effect between the government and relevant external subjects and seven levels respectively,sorts out relevant concepts and theories,and summarizes,analyzes and evaluates the governance behavior of S Municipal government.The following problems can be summarized:first,insufficient horizontal coordination and communication between governments at the same level;second,insufficient vertical constraints and personnel allocation between upper and lower governments;third,insufficient enthusiasm of enterprises to participate in collaborative governance;fourth,social organizations fail to play the function of "connecting the preceding and the following";fifth,the depth and breadth of public participation in collaborative governance are insufficient.Then,the paper analyzes the causes of the problem,especially the causes of the government,including the objective needs of external economic development leading to environmental protection concessions,the concept of government collaborative governance has not been changed in place,the method of government collaborative governance is single and inefficient,the internal performance appraisal mechanism of the government is not perfect,and government officials have the mentality of avoiding responsibility.Based on these problems and causes,the solutions to improve the level of cooperative treatment of ozone pollution by J Municipal Government are put forward.Within the government,the key is to strengthen horizontal coordination and vertical communication between departments at all levels.There are five measures:first,to further clear and definite the relevant responsibilities of all departments within the government;second,to actively participate in and help provincial joint prevention and control;third,to refine and deepen the central government’s work dispatch to local governments;fourth,to enhance the apportionment of ozone pollution in the assessment indicators.Fifth,the effective use of fault tolerance and correction mechanism.For the government and other external entities,the main point is to strengthen the synergy between the government and the other three types of governance entities.There are three measures:first,innovate the ideas of enterprise supervision,second,cultivate professional social organizations that adapt to the situation,and third,expand the channels of information disclosure to the public.By means of questionnaire survey,case study and other methods,combined with classical public management theories such as collaborative governance theory,this paper studies the collaborative governance of ozone pollution in prefectural-level cities,hoping to provide references for improving the level of collaborative governance of ozone pollution by municipal governments and helping to improve environmental air quality.
