Work safety is closely related to the safety of people’s lives and property,and to national and social and economic stability.Therefore,to ensure work safety is the meaning of the Thought on Socialism with Chinese Characteristics for a New Era and an important foundation for realizing the Chinese Dream of national rejuvenation.Party committees and governments at all levels to work safety in production has maintained a serious attitude,since the 19th congress,constantly promote improvement and innovation in the field of production safety,production safety situation has also been continuously stable and improving,through a series of laws and regulations,make further improve the production safety system,safety line has been built up,The accountability system is becoming more and more rigorous.However,in recent years,with the acceleration of China’s modernization process,there have emerged such social problems as the imbalance between urban and rural development,the large proportion of high-risk industries such as chemical and mining in the overall industrial chain,the coexistence of new and traditional management models,and the insufficient implementation of corporate main responsibility.These realities reflect that there is still a mismatch between the capacity and level of production safety supervision and the needs of economic and social development,indicating that the work of production safety should not be taken lightly.Therefore,it has become an urgent issue for the government to optimize the work safety supervision mechanism,sort out the responsibilities and obligations of all parties in the work safety supervision,and ensure the implementation of the work safety supervision.The research object of this article for X city government regulation production safety work,the integrated use of government regulation theory,system safety theory and collaborative governance theory,combined with the typical case X city of production safety accidents,analysis of X city government dependency on chemical enterprise safety production supervision activities mainly exists in the enterprise’s production safety responsibility not fully implemented,The government departments of work safety supervision and management consciousness is not strong,the safety supervision departments of the law enforcement ability is insufficient,social participation awareness and other problems.Combined with the actual factors of X City,countermeasures and suggestions are put forward to improve the work safety supervision effect of the local government:first,to strengthen the implementation of the main responsibility of enterprises;second,to change the ideological understanding of government departments and improve the assessment mechanism;third,to improve the safety supervision guarantee mechanism;fourth,to integrate safety supervision forces.It is of practical significance to prevent and reduce the same type of chemical industry safety accidents,protect people’s life and property safety,and maintain the society’s lasting harmony and stability by studying the government’s safety supervision of chemical industry safety.
