Study On Evaluation And Improvement Of Emergency Management Ability Of Safety Production In S Municipal Government

In recent years,with the rapid economic development,safety production accidents occur frequently,and its scope and degree of influence are increasing.In this situation,local governments urgently need to strengthen the emergency management capacity of production safety.The establishment of safety production emergency management capacity evaluation system provides tools and standards for quantifying emergency capacity,which is conducive to measuring the government’s emergency management capacity scientifically,comprehensively and standardized.Through objective evaluation,we can examine the weaknesses of the government’s emergency construction,summarize the useful experience of emergency management,and provide a basis for optimizing the government’s emergency management level of work safety.This paper studies the safety production emergency management ability of s municipal government.Firstly,through the literature method,understand and master the current situation of the evaluation of government emergency management ability at home and abroad,and determine the research ideas,methods and technical routes.Secondly,it introduces the basic theories of government governance and crisis life cycle,as well as the concepts of safe production,emergency management and capacity evaluation.On this basis,according to the safety production characteristics of S City,the key evaluation factors are screened and determined through questionnaire survey and Delphi method.Based on the principles of orientation,feasibility,comprehensiveness,focus and dynamics,and adopting analytic hierarchy process,a set of evaluation index system including 1target layer,4 primary index layers,10 secondary index layers and 42 tertiary index layers is designed,The judgment matrix is established and the corresponding weights are given to each index.Finally,the fuzzy comprehensive evaluation matrix is established based on the principle of maximum membership degree.Through empirical analysis,it is concluded that the safety production emergency management capacity of s city is "good",and some targeted optimization and improvement suggestions are put forward,including strengthening the ability of prevention and emergency preparedness,improving the ability of monitoring and early warning,enhancing the ability of emergency disposal and rescue Improve the four aspects of recovery and reconstruction capacity.The evaluation index system constructed in this paper has reference and reference significance for evaluating the government safety production emergency management ability of other cities.
