Cross-county Cooperation Research On Ecological Restoration In The Yellow River Basin

Since the reform and opening up,China adheres to economic construction as the center.The ecological environment has not been effectively protected,resulting in the decline of river ecological environment quality.Due to the integrity of the basin,the ecological environment governance of the Yellow River Basin in Shanxi Province has obvious characteristics of cross-county cooperation.However,the current situation of cross-county cooperation in ecological restoration along the Yellow River in Shanxi Province cannot meet the overall requirements of ecological restoration.Exploring and establishing an inter-county cooperation model for ecological restoration along the Yellow River Basin in Shanxi Province,improving the efficiency and level of ecological environment restoration in the basin,is conducive to implementing the requirements of the strategy of “ecological protection and high-quality development of the Yellow River Basin”,and is also an objective need to follow the ecological environment governance of the basin.County administrative division is the basic unit of administrative division in China.It has a perfect economic system and is the main participant in the ecological restoration of the Yellow River Basin in Shanxi.Therefore,it is of great significance to study the efficient promotion of cross-county cooperation in the Yellow River Basin in Shanxi Province for the ecological environment restoration of the Yellow River Basin in Shanxi Province.Based on the relevant theories and practical research of cross-county cooperation at home and abroad,this paper relies on holistic governance,regional public management and intergovernmental game theory,and uses literature survey method and in-depth interview method to systematically sort out the ecological environment and existing cross-county cooperation status of 19 counties(cities)in Shanxi along the Yellow River Basin.Deeply analyze the ecological damage of the Yellow River Basin in Shanxi Province,and summarize the necessity of cross county cooperation in the Yellow River Basin in Shanxi Province.At the same time,through the analysis of the current situation of cross county cooperation,this paper summarizes the achievements and difficulties of the current cross county cooperation system and mechanism.From the perspective of integrity,this paper puts forward line management suggestions for improving the system and mechanism of cross county cooperation in Shanxi Province.The research shows that the ecological restoration of the Yellow River Basin in Shanxi Province has achieved certain results.Specifically,it improves the phenomenon that the ecological restoration in the basin is divided by the administrative boundary between counties;It effectively saves the cost of ecological restoration in the basin;Shanxi Province has established a leadership mechanism,linkage law enforcement mechanism,joint meeting mechanism,county cooperation ecological compensation mechanism and information sharing mechanism for ecological restoration along the Yellow River Basin.However,in the process of cross county cooperation,there are also some cooperation problems,such as ecological destruction,serious local departmentalism,large capital gap,imperfect guarantee mechanism of cross county cooperation and insufficient information sharing among counties(cities).In view of the above problems,relying on the holistic governance theory,we can solve the difficulties from the aspects of strengthening the concept of ecological protection,improving the design of organizational system,establishing capital guarantee system,constructing legal guarantee system and improving information sharing channels.Provide Shanxi experience and model for cross county cooperation in ecological restoration in other regions.
