Study On The Legalization Of Regional Cooperation In The Management Of The Beijing-Tianjin-Hebei Smog

Economic development is bound to cause some pollution to the environment.Since the industrial revolution,almost all industrialized countries in the world have suffered from air pollution to varying degrees.In order to improve air quality and protect public health,various haze pollution control measures have been introduced across the country.To some extent,these measures have controlled haze pollution and alleviated the trend of environmental degradation.However,due to the complexity and fluidity of haze pollution,only relying on the governance of a local government has little effect.It has become an effective way and fundamental measure to solve the regional air pollution problem by referring to the useful experience of developed countries in air pollution control.This paper focuses on the prevention and control of haze pollution in the beijing-tianjin-hebei region.On the basis of absorbing and learning from the experience of regional cooperative governance of haze pollution at home and abroad,it conforms to the national strategic requirement of coordinated development of the beijing-tianjin-hebei region and strives to make a beneficial exploration for the establishment of a perfect regional cooperative governance system of haze in the beijing-tianjin-hebei region.The paper is divided into four chapters.The first chapter defines the concepts related to regional cooperative governance of haze,mainly defining the concepts related to haze and regional cooperation.The present situation of haze pollution in Beijing,tianjin and hebei is introduced.Introduced the national and local level,in order to solve the haze pollution status of the relevant laws and regulations.The second chapter puts forward the problems existing in the legal guarantee of beijing-tianjin-hebei regional cooperation.In other words,it mainly analyzes the problems existing in the current system from the aspects of legislation,law enforcement and judicature of regional cooperation in haze control in Beijing,tianjin and hebei.The third chapter is international comparison of regional cooperative governance of haze pollution.From the perspective of developed countries such as the United States and the United Kingdom as well as domestic Yangtze river delta region,this paper analyzes the beneficial experience of regional cooperative governance of haze pollution,and compares the deficiencies in the specific operation of regional cooperative governance in China.The fourth chapter is to improve and develop the countermeasures and suggestions for the regional cooperation and management of the Beijing-Tianjin-Hebei region.That is to say,in response to the problems existing in the cooperative management system of the smog pollution in Beijing,Tianjin and Hebei,the relevant countermeasures and suggestions have been put forward in terms of legislation,law enforcement and justice.
