Study On The Dilemma And Countermeasures Of Cross-regional Ecological Intergovernmental Cooperation Governance In China Since The 18th National Congress Of The Communist Party Of China

Ecological environment is the basis of human production and life,which is closely related to the survival and well-being of contemporary and future generations.Great achievements have been made in China’s economic construction,but there are also serious ecological problems.Because of the complexity and integrity of ecological problems,it is impossible for a certain government to solve cross-regional ecological problems independently and effectively.Effective ecological governance urgently needs cooperation between governments.Inter-governmental cooperation includes cooperation among vertical governments,horizontal governments and various government departments.Due to the diversity of interests among different subjects in the process of cooperation,the contradiction between the trans-regional ecological environment and the closed management system,local governments are driven by regional interests,showing a state of beggar-thy-neighbour and fighting for each other,resulting in the dilemma of regional ecological inter-governmental cooperation and governance.This paper adopts the method of comprehensive research.Firstly,it analyzes the rationale of cooperation and governance between governments in China’s regional ecology since the 18 th National Congress of the Communist Party of China,and points out that the ecological environment has the characteristics of regional compound,which also determines that cooperation between governments is imperative,and it is also the inevitable requirement of China’s modernization and regional integration.The development of China’s economy,society and culture is also a regional ecology.
