The Research On The Cooperation Mechanism Of Ecological Environmental Supervision In The Yellow River Basin

As one of China’s important economic belts and ecological reserves,the Yellow River Basin is known as the "Mother River of the Chinese nation".Because of the complexity and spatio-temporal continuity of ecological problems in the Yellow River Basin,it is necessary to focus on the whole basin and form a joint force to promote the high-quality development of the Yellow River Basin.With the promulgation of the Yellow River Protection Law of the People’s Republic of China as a symbol,the pattern of "Yellow River Basin ecological protection chess" has begun to take shape.The cooperation mechanism of ecological environmental protection supervision in the Yellow River Basin,as a multi-department cooperation,multi-level interaction and cross-cutting cooperation mechanism,has emerged at the historic moment.However,although the cooperation mechanism of ecological and environmental protection supervision in the Yellow River Basin has actually taken shape at the present stage,its practical effect is not good.It is of great practical significance to systematically analyze it and explore the way to improve it.Based on the two-dimensional analysis of its basic theory and empirical investigation,this study hopes to provide a reference for the further improvement of the cooperation mechanism of ecological environmental protection supervision in the Yellow River Basin.Therefore,this study selects case analysis,comparative analysis,qualitative analysis and other methods to make a theoretical and empirical two-dimensional analysis of the implementation,problems and causes of the ecological and environmental protection supervision cooperation mechanism in the Yellow River Basin.Through the case analysis,this study found that in the actual cooperation of ecological environmental protection supervision,there are some problems such as unclear responsibility and information asymmetry among the cooperative subjects.The application of comparative analysis reveals that the eco-environmental cooperation mechanism in the Yellow River Basin has not been developed synchronously.The qualitative analysis reveals that the cooperation mechanism of ecological and environmental protection supervision in the Yellow River Basin lacks standardized and scientific cooperation path,and fails to fully adapt to the trend of normalizing ecological and environmental protection supervision system.At present,the implementation effect of the cooperation mechanism of ecological and environmental protection supervision in the Yellow River Basin has not reached the ideal level.It is necessary to refine the legislation around the Yellow River Protection Law of the People’s Republic of China,strengthen the coordination and supervision among collaborating subjects,and formulate a scientific cooperation mechanism.Its purpose is to integrate the social resources of the Yellow River Basin,cooperate with the operation of ecological and environmental protection supervision system,and thoroughly correct the problems found in the ecological and environmental protection supervision action.The core of the cooperation mechanism of ecological and environmental protection supervision in the Yellow River Basin is to internalize the external pressure of ecological and environmental protection supervision into the driving force of ecological governance through regional cooperation with ecological responsibility investigation as the main focus.Adhere to the people,listen to the voice of the masses and draw on the wisdom of the masses;On the basis of summing up the successful experience,in strict accordance with the laws and regulations,the objective construction of ecological and environmental protection supervision cooperation mechanism in the Yellow River Basin is empowered.In this way,the supervision and cooperation mechanism of ecological and environmental protection in the Yellow River Basin will be promoted to promote the high-quality development of the Yellow River Basin.
