Study On Post-evaluation Of Comprehensive Environment Management Project Based On AHP-FCE Model

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to the construction of ecological civilization and environmental protection.Environmental protection and ecological civilization construction have been raised to an unprecedented strategic height.In the face of increasingly complex environmental governance needs,the comprehensive ecological environment management project has become an important governance method to improve the regional environment,increase the environmental carrying capacity,and promote local economic and social development.In addition to the characteristics of general environmental protection projects,the comprehensive ecological environment management project also has the characteristics of a number of technical integration and the cooperation of treatment technologies in different fields.After more and more comprehensive ecological environment management projects are completed,whether these projects achieve the expected goals and benefits,and what problems and deficiencies exist,all need to be resolved by post-project evaluation.The comprehensive management of the ecological environment is a multi-objective and multi-level process.Therefore,the post-evaluation of the comprehensive ecological environment management project should also be scientifically and objectively evaluated from multiple angles and levels.Summarizes the common methods of constructing the index system and determining the index weights,analyzing and comparing the advantages and disadvantages of various methods,and finally decides to use the Analytic Hierarchy Process(AHP)to construct a multi-level index evaluation system,and to determine the weight of the index system.Combine the fuzzy comprehensive evaluation method(FCE)for evaluation.This article takes a comprehensive treatment project of ecological environment in Jiangxia District as the research object.Through field investigation and data collection,based on the existing research status of the post-evaluation indicator system of water conservancy projects and municipal engineering,an evaluation indicator system covering four dimensions of process,economic benefits,social benefits,and governance objectives realization degree and based on AHP-FCE’s post-project evaluation model,and based on relevant specifications and standards,combined with actual engineering experience,formulated index grading standards.After the completion of the treatment project,the impact on the economy,ecological environment,and society of the project location was analyzed,and a comprehensive post-evaluation of the construction effect of the project was carried out.The post-evaluation results show that the overall comprehensive benefits of the project are good,but there is still room for improvement in economic and social benefits.Through calculation and verification,it has proved the scientificity and applicability of the evaluation model.At the same time,it can also provide some reference and reference for the post evaluation of other projects of the same type.
