Nitrogen oxides is one of the main pollutants in the atmosphere. In the NOXcontroltechnology, SCR is currently the most mature and the most widely used technique.Catalyst is the core of the SCR system, its performance will directly affect the denitrationefficiency of the overall SCR. But as time goes on, SCR will gradually lose the activityof catalyst, greatly influence the denitrification efficiency. Therefore every3-5years toreplace the catalyst, and the replacement of SCR catalyst for SCR system about50%ofthe total fees, bring huge economic costs for coal-fired power plant operation. In thiscontext, Taicang power plant launched the denitration catalyst regeneration project,however, whether the implementation of the project, and whether the projects running tothe benefit status of production and how the socio-economic impacts. Post projectevaluation is an important link of the project management life cycle, thorough, system ofproject post evaluation, not only helps to find the answers to the questions above, butalso through the feedback information timely and effectively, to provide scientific basisfor future project decisions.Based on the previous research at home and abroad and the basic theory of projectmanagement, combined with the Taicang power plant SCR denitration catalystregeneration project, from project success degree of economic benefit, function target,project effects and project process four dimensions considered to build the index systemof denitration catalyst regeneration project for post-evaluation of SCR; the combinationon the basis of fuzzy comprehensive evaluation method and the success degreeevaluation method, constructs the project success degree fuzzy comprehensive evaluationmodel; and the construction of the project success degree of the fuzzy comprehensiveevaluation model, shows that the results of Taicang power plant SCR denitration catalystregeneration project evaluation of empirical research, the project, more successful.Study on post evaluation of the project can not only promote the development ofdenitration technology of thermal power industry, reduction of hazardous waste handlingpressure to reduce secondary pollution of the environment, but also to other similardeveloping countries reduce flue gas denitration operating costs in thermal power plantsalso provide very good reference.
