Research On Dilemmas And Countermeasures Of Campaign-style Governance

By virtue of its ability to make up for the deficiency of normal governance and its ability to solve problems quickly,campaign-style governance is favored by governments at all levels.However,it is faced with the dilemma of short-effectiveness governance in practical application,and it is necessary to explore the way of transformation.It is of great practical significance to study the dilemma and the coping methods of grassroots campaign-style governance practice.In the middle of November,2016,P town began a five-year campaign to regulate livestock and poultry due to complaints from the public during the period when the central environmental protection supervision group was stationed.The complained farms had experienced a process from suspension to rehabilitation,and some unobtruded but equally illegal farms remained peaceful.Finally,under the pressure of the city and district layers,most of the illegal farms were closed down or dismantled.However,the contradictions generated in the process of closure and the problems exposed behind the farms that " could not be removed " made the town government and village cadres headache unceasingly.Based on the theory of campaign-style governance,this paper studies the process of campaign-style " breeding regulation " in P town,discusses the dilemma performance of grassroots livestock and poultry campaign-style governance practice,and puts forward optimization suggestions.Based on this theory,interview method and case study method are used to show the process of " breeding regulation " in P-town in a comprehensive manner.The research findings are as follows: The practical dilemmas of grassroots livestock and poultry sports governance are mainly focused on the coordination,fairness and scientificity of governance.Based on this,it is proposed that multiple subjects should participate in decision-making in the policy making process,and policy objectives should be clearly decided.Cooperative governance mechanism,joint governance mechanism and normal governance system should be constructed in the implementation process of governance.The sustainable link of governance effect should coordinate multiple policy objectives,improve performance evaluation mechanism,build multi-party supervision mechanism and other optimization suggestions to achieve long-term governance.
