Policy Mobilization And Long-term Governance Of Creating National Health County

With the rapid development of urbanization in China,the population and economic and social activities in cities are increasing day by day.Environmental health has become one of the focus issues to improve the quality of cities and people’s living environment.Improving and innovating the system of urban environmental health governance has become the reform proposition of social governance in the new era.In China,in addition to the normalization of urban environmental health governance mechanism,there is also an environmental health governance mechanism with Chinese characteristics-the activity of creating a national health city.Since this work was carried out,it has been responded and practiced by cities all over the country,which has played a very good role in improving local environmental health,improving the level of urbanization,strengthening the coordination of the government and improving the ability of comprehensive governance.However,there have always been critical voices about the ways and effects of the activities to create a health city,such as intervention excessive of the government,the high cost,the emergency reception inspection,the lack of normalized management,and the common phenomenon of effect rebound,which have obvious traces of‘campaign-style’governance.In recent years,scholars,politicians and the public have generally recognized that the positive significance of creating a health city can not be denied,but it is imperative to improve and innovate its working mode and operation mechanism.With the development of urbanization in depth,the first tier cities have basically completed the establishment of national health cities,and grass-roots cities such as counties and towns have become the main force in the establishment activities.These cities are faced with the practical dilemma of weak management foundation and the modernization of grass-roots governance.It is an inevitable test whether we can renew our ideas,innovate our ideas,carry out the establishment of health city in a modern way,and establish a scientific and long-term governance mechanism in the process of construction and after the success of establishment,and these topics deserve attention and discussion。This paper takes Y county’s activities of creating a national health county as an example.Focusing on the innovation of social governance mode and building a new pattern of social governance at the grass-roots level by means of literature research,field investigation,questionnaire survey and so on.Sorting out the policy environment,practice basis and policy course of Y county’s activities of establishing national health county.Analysing the logic and mechanism of government governance in the process of establishing national health county in Y County by combing the Integrated governance theory,government process reengineering theory and multi-center governance theory and puts forward some suggestions.It is found that y county has experienced a transition from "creating" to "maintaining".In the early stage,the government adopted the campaign-style governance mode,which is characterized by wide mobilization,strong strength and fast efficiency.The county environment has been rapidly improved,which shows the advantages of the campaign-style governance mode in dispatching social resources and improving administrative efficiency.However,with the deepening of the work of establishment activities,the disadvantages of extensive governance,formalism and effect rebound are exposed.The local government adjusts its method,optimizes the grid governance technology,pays attention to and improves the public participation,improves the supervision mechanism,and takes this opportunity to start the government process reengineering project,and tries to establish a long-term mechanism of county environmental health governance that is compatible with the modern governance concept.It is a beneficial exploration for the innovation of governance methods and the construction of a new pattern of grass-roots social governance in grass-roots cities.However,at present,the problems of mechanization of policy mobilization,immature grid governance technology,and insufficient participation of citizens in Y county will not be solved immediately.The author believes that we should take the policy orientation of governance modernization as the goal,and combine relevant theories to find solutions,such as changing government functions,building grass-roots service-oriented government;attaching importance to publicity and education,building citizen participation mechanism;moderate empowering the grass-roots,cultivating and standardizing social autonomy;strengthening guidance and standardizing,introducing market-oriented mechanism,and finally forming a new pattern of "multi governance" of grass-roots social governance.
