From Marathon Haze To APEC Blue:Reflection On Campaign-style Governance Of Air Pollution

As a governance model with Chinese characteristics,campaign-style governance is an important means for the government to concentrate on solving unexpected problems and social management problems.It has authoritative subject and specific object.The way of the governance is campaign-style and the result may rebound.It has a unique trigger mechanism and operational processes.So,not all countries need it and not all countries can start it.During the past 30 years of reform and opening-up,China has witnessed more and more serious environmental problems while enjoying rapid economic development.The air pollution prevention and control has received high attention.There has built law and system to ensure the smooth running of this even.But the government has to accept the failure of conventional means of governance.But when there are major activities need to guarantee the air quality,the government can use some unconventional means to achieve "APEC blue","parade blue","G20 blue" and other significant governance results.This paper chooses typical cases of campaign-style governance for air pollution control from "Marathon Haze" to "APEC Blue" in Beijing,Tianjin and the surrounding areas and analyzes the government's operation in the process of air security work to observe the two questions: 1.What are the effect variables that lead to the significant difference in air pollution control performance from "Marathon haze" to "APEC Blue" ? 2.Can these variables become constants and achieve the sustainability of air pollution control?The study finds that the public goods attribute of air quality can cause air pollution prevention work to reach "tragedy of the Commons",so the government should take most of the responsibility for the work on prevention and control of air pollution.But the daily work of prevention and control of air pollution is just a form now and then because the territorial government have no motivation and the capacity of the environmental protection department is scare.When campaign-style governance arrives,the territorial government starts to attach great importance to the air pollution prevention work and take it as a political task.They try to integrate the resources of governance,and the problem that air pollution prevention work was stuck with limited resources and limited power is solved.At the same time,supervision mechanisms start and departments and regions get integrated.In this position,the central decision of making a good job of guaranteeing air quality during the APEC meeting is externalized and realized.At this point,the effect variables leading to the significant difference in air pollution control performance are self-evident and they are the legitimacy that issues bear and the integration of governance resources.But if we want to take these variables into constants and realize the sustainability of air pollution control,we need to overcome these problems,for example the unsustainability of campaign-style governance,the governance means walking on the edge of the legal and justice,the resilient results,high cost,and shifting on responsibility.Referring to the successful special projects to control the air pollution in Britain,the United States and Japan,this paper tries to give the solution to improve the situation of air pollution control and help to get out of the dilemma.Firstly,change the legitimacy of the environmental issues bearing and maintain the sustainability of the prevention and control of air pollution.Secondly,strengthen the construction of laws and institutions and make a good job of the security work of air pollution control.Thirdly,integrate governance resources and strengthen the governance ability for air pollution control.Fourthly,use science and technology and give consideration to both administrative efficiency and social benefits.Fifthly,Improve the mechanism of social participation and realize public supervision and public decision-making.
