Study On The Campaign-style Governance In Qi County Air Pollution Prevention

Under the background of the new era,as the distinctive governance mode of air pollution prevention and control,campaign‐style governance focuses on solving difficult and complicated diseases,but it has the characteristics of sports,easily rebounding after treatment,specific,applicable objects are not universal.Since the18 th CPC National Congress,the prevention and control of air pollution has attracted much attention,the govern proceed to be normalized.We can introduce campaign‐style governance to explore a new governance model.However,as the air pollution prevention and control work in China is in the exploratory stage,there are still many problems in the application process,which need to be solved and improved.Taking Qi county as the research object,this paper takes four remediation actions of scattered and dirty enterprises,loose coal combustion pollution,site dust pollution and motor vehicle pollution in qi county as typical cases.Through analysis and research,this paper aims to answer the following questions :(1)what experience does the four special governance measures in Qi county provide for campaign‐style governance?(2)What are the "campaign‐style governance dilemmas" in the four special governance items of Qi County?Concrete steps on the study of the reference movement type of governance,give priority to with governance structure dimensions,management measures,with laws and regulations governing dimensions,management participants dimensions,form scale research,the study found that: Qi County "campaign‐style governance" is facing unsustainable governance activities,focusing too much on the results and ignores the process,legitimacy,the weak rebound,etc.This undoubtedly proves that the four special governance of Qi County embodies the concept of campaign‐style governance to a certain extent.But from the deep level,there are still many problems in the process of governance,among which the imperfect governance system,alienation of governance measures,low level of rule of law,lack of public support are the inducements.If Qi County government wants to get rid of the plight of "campaign‐style" type,it needs to establish normalized management mechanism,set up process oriented,law-based pollution control and guide the public participation and so on aspects to obtain,to promote movement type management into practice,properly solving the problem of its mechanism is imperfect,for real ascension Qi County prevention and control of atmospheric pollution level and the service.
