Research On Safety Production Supervision Of Township Enterprises Under The Background Of Rural Revitalization Strategy

According to relevant statistics,there are about 42 million of all kinds of small and medium-sized enterprises in our country,accounting for more than 99% of the total number of national enterprises.The value of final products and services created by them is equivalent to 60% of the gross domestic product and taxes paid by about53% of the total state tax revenue.Goods produced accounted for 58.9% of social sales,commodities import and export accounted for 68%.More than 75 percent of new urban jobs will be created.Many of these small and medium-sized enterprises are located in the townships.With the proposal of the rural revitalization strategy,the township enterprises have come into the spotlight again,and the safety of production of these enterprises has emerged again,becoming an issue that cannot be ignored in the rural revitalization.Related departments to township enterprises safety production supervision method is not mature,enterprises themselves do not pay attention to safety production,so that township enterprises have become a frequent occurrence of safety production accidents.Based on these circumstances,this paper attempts to conduct in-depth interviews on enterprises of different industries and sizes in towns and townships of D county with the rural revitalization strategy as the background and with township enterprises and government supervision departments as the research objects,based on theories such as incomplete information theory,government regulation theory and fuzzy governance,and through interview and questionnaire survey.Questionnaire survey and interview were conducted on the work safety staff of D County Emergency Management Bureau,township government and county direct industry competent departments.It was found that in the supervision process,the dual mode of territorial management and vertical management failed to form regulatory force,the participation of relevant departments of rural revitalization was low,and the safety supervision of small agricultural and sideline products processing and small cultural and tourism enterprises was absent.Relevant departments only provide financial and policy support for rural revitalization industries,lack of hardware and software technical support for enterprise production safety,overlapping regulatory functions,poor linkage,lack of incentive mechanism for supervisors and other aspects of the problems,and analyze the causes of these problems.Finally,based on the work practice,research data and the opinions and suggestions of the interviewers,the problems existing in the current work safety supervision in D County and the direction for improvement are proposed to increase the participation of relevant departments of rural revitalization in the work safety supervision,expand the supervision team,improve the professional ability of the supervision team,improve laws,regulations,policies and industry standards,and strengthen the enterprise work safety education.We will take practical and effective measures to implement the main responsibilities of production safety,optimize the supervision methods of relevant departments,improve the effects of supervision,etc.,so as to help enterprises better fulfill the main responsibilities of production safety,help relevant government departments better implement the supervision responsibilities,and help the form of production safety to keep stable and improve.
