| Electricity substitution is an important way to achieve the dual carbon target,and port shore power is an important initiative to replace oil with electricity in the transportation sector.At present,the unreasonable structure of energy consumption in the port area has aggravated the environmental pollution in the port area.The adoption of energy saving and emission reduction measures such as port shore power and the implementation of green port development strategy can help the port area to achieve the dual carbon target.However,the shore power technology in China’s ports is still in its infancy,and the project involves many stakeholders,making commercial operation of port shore power difficult to implement.Therefore,based on the proposed dual-carbon target,exploring a business model suitable for port shore power projects in A Province and establishing a business model operation benefit evaluation model can promote shore power in port areas and help transport areas to achieve the dual carbon target in A Province.Firstly,this paper analyzed the macro environment of port shore power development in A Province based on the PEST model,and identified the stakeholders involved in the port shore power project.An economic analysis model based on cost-benefit indicators was developed for the main stakeholders,namely the port side,the ship side,the power grid enterprise and the government side,and the impact of the government subsidy ratio and the initial investment cost of the port on the cost recovery period of shore power was analyzed.Secondly,based on the economic analysis model and the improved business canvas theory,a port shore power business model with multi-party cooperation and operation was constructed,and the elements of the business model,such as cooperation entities,value proposition,core resource capacity and profit model,were analyzed to provide guidance for the commercial operation of the port shore power project in A Province.Thirdly,in order to analyze the overall effectiveness of the multiparty cooperative operation business model,an evaluation index system for the operational effectiveness of the port onshore power business model under the dual carbon target was constructed based on the fishbone diagram method and the fuzzy threshold method,and a weighting model based on the sequential relationship method,the improved CRITIC method and the game theory combination assignment method was proposed.A model for evaluating the operational benefits of the port shore power business model based on the improved physical topology method was developed to provide a calculation method for the later empirical study of the operational benefits of the port shore power business model in A Province.Fourthly,a typical port shore power project in A Province with a multi-party cooperative operation business model and four other port shore power projects with traditional business models were selected for empirical analysis,and the economic,environmental,social and technical benefits of operation under different business models were comprehensively evaluated by using a combination of assignment method and improved material element topology model.According to the evaluation results,the overall benefits of the multi-party cooperative operation business model proposed in this paper are generally excellent,among which the economic benefits are the most outstanding,and the environmental,social and technical benefits are better.Based on the evaluation results,targeted suggestions are made for the development of port shore power in A Province under the dual carbon target.This paper takes the development of port shore power in A Province under the dual carbon target as the research object,establishes an economic analysis model of the main stakeholders of port shore power,designs a multi-party cooperative operation of port shore power business model,and evaluates the overall benefits of the business model operation,which is conducive to promoting the commercial operation of port shore power in A Province under the dual carbon target,achieving a win-win situation for all parties,including port enterprises,shipping enterprises,power grid companies and government,and enhancing the enthusiasm for the construction and use of shore power,thus improving the environment of the port area,optimizing the energy structure of the port area,helping A Province to achieve the dual carbon target,and providing a reference for the promotion of port shore power. |
