Research On The Difficulties And Countermeasures Of Domestic Waste Classification Policy Implementation In Suzhou Industrial Park

With the continuous advancement of urbanization,the urban scale is accelerating the expansion,the living standard of urban residents is also rising,and the amount of household garbage produced by urban residents is also increasing day by day.According to statistics,Suzhou Industrial Park in 2021 average daily household waste processing more than 1,200 tons,early landfill,incineration plant pressure is difficult to meet the demand.Suzhou Industrial Park actively promotes the household waste classification policy,and takes multiple measures to guide residents to start from their own,start from bit by bit,and gradually develop a good habit of waste classification.However,there are still many problems in the implementation of the policy.This paper adopts literature research method,questionnaire method and other research methods,taking the implementation of domestic waste classification policy in Suzhou Industrial Park as the research object,combined with the Smith policy model,to explore the effects,difficulties and reasons of the implementation of domestic waste classification policy in Suzhou industrial Park,and on this basis,put forward targeted countermeasures.This paper believes that the current implementation of the domestic waste classification policy in Suzhou Industrial Park has seriously polarized the classification of communities in the main areas,and the overall participation in the distribution needs to be improved;The phenomenon of mixed loading and transportation still exists,and the terminal handling capacity is insufficient;The domestic waste classification infrastructure is not complete,and the coverage of standardized infrastructure needs to be increased;The inspection type treatment replaces the normal supervision,and the garbage classification inspection becomes a mere formality;The effective publicity of domestic waste classification policy is insufficient,and a good cultural atmosphere needs to be built.Secondly,it combs the causes of the dilemma:the current reward and punishment mechanism lacks driving force,and the policy supporting system is not perfect;The executive body lacks standardized training and guidance;The target group’s awareness of environmental protection is weak,and the policy binding force is weak;The scope of traditional supervision is small.Therefore,it is proposed that Suzhou Industrial Park should optimize the top-level design of waste classification policy and improve the supporting system;Garbage classification is carved with "embroidery kungfu",and normalized and refined management is implemented;Effectively mobilize the enthusiasm of the target group and cultivate the consciousness of environmental protection;Optimize the construction of waste classification infrastructure,and take measures such as enabling science and technology to lead the new improvement of waste classification.
